39 <br />COUNTY OF SAN MATEO requests consent of the City of Redwood City to the exercise of extra -territorial <br />jurisdiction to undertake proceedings for the acquisition and construction of public improvements and <br />to provide that the costs shall be assessed upon the assessment district benefited, under appropriate <br />special assessment and assessment bond acts (improvement of one block of Willow Street between Bay <br />Road and Spring Street). Councilman Spillers moved adoption of RESOLUTION N0. 2938 GRANTING CONSENT <br />OF THE CITY OF REDWOOD CITY TO THE COUNTY OF SAN .MA TEO TO ACQUIRE AND CONSTRUCT PUBLIC STREET IMPROVE - <br />L <br />MENTS IN THE VICINITY OF WILLOW STREET AND TO PROVIDE THAT THE COSTS THEREOF SHALL BE ASSESSED UPON A <br />SPECIAL DISTRICT PURSUANT TO SPECIAL ASSESSMENT AND ASSESSMENT BOND ACTS,, seconded by Councilman <br />Rosselli and carried unanimously on roll call, Mayor Royer being noted absent. <br />Councilman Fields moved adoption of RESOLUTION NO, 2939 AUTHORIZING AND APPROVING SETTLEMENT OF CLAIM BE- <br />TWEEN THE CITY AND MARGUERITE ANDERSON, AS GUARDIAN OF THE PERSON AND ESTATE OF ELSIE M. CROASMAN, <br />AN INCOMPETENT PERSON, IN CONNECTION WITH THE IMPROVEMENT OF GLENWOOD AVENUE (lot 21, Block 7, High- <br />lands <br />igh <br />lands of Emerald Lake Subdivision One), seconded by Councilman Spillers and carried unanimously on <br />roll call, Mayor Royer being noted absent. <br />Councilman Rosselli moved introduction of an ordinance requiring registration with San Mateo County Health <br />and Welfare Departments by persons engaging in the business of cleaning chemical toilets, -and prescri- <br />bing regulations therefor (MINUTE ORDER x#59-236), seconded by Councilman S pillers and carried. <br />Councilman Spillers moved adoption of RESOLUTION NO. 2940 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT <br />FOR RIGHT -OF -STAY APPRAISAL AND ACQUISITION FOR EXTENSION AND IMPROVEMENTS OF REGENT STREET IN THE <br />VICINITY OF PALM AVENUE, seconded by Councilman Fields and carried unanimously on roll call, Mayor <br />Royer being noted absent. <br />Councilman Weymouth moved adoption of RESOLUTION NO. 2941 ESTABLISHING AND DECLARING CERTAIN DESIGNATED <br />ENTRANCES TO DESIGNATED INTERSECTION TO BE STOP ENTRANCES; AND, REPEALING PARAGRAPH 1(e) RESOLUTION <br />NO. 2862 (Maple Street at Marshall Street), seconded by Councilman Fields and carried unanimously on <br />roll call, Mayor Royer being noted absent. <br />APPOINTMENT TO THE PARK AND RECREATION COMMISSION. Councilman Spillers moved to nominate Ray Lunny, <br />seconded by Councilman Granger. Councilman Rosselli moved to close the nominations and the Clerk be <br />authorized to cast a white ballot thus approving the City 4anager's appointment of Ray Lanny to the <br />Park and Recreation Commission (MINUTE ORDER #59-237), seconded -by Councilman Weymouth and carried. <br />Councilman Spillers moved adoption of -RESOLUTION N0. 2942 REQUESTING REMOVAL OF REAL PROPERTY ACQUIRED BY <br />CITY OF REDWOOD CITY FROM COUNTY ASSESSMENT ROLLS AND CANCELLATION OF OUTSTANDING TAXES THEREON <br />(pump house site in the Friendly Acres storm drainage system), seconded by Councilman Weymouth and <br />carried unanimously on roll call, Mayor Royer being noted absent. <br />PROPOSAL TO PUT 1960-61 TAX ROLL ON TABULATING EQUIPMENT. Councilman ffeymlouth moved introduction of an <br />ordinance authorizing the execution of a contract for services and equipment in connection with the <br />annual preparation of the assessment roll and tax bills and appropriating the sum of $3,8311 from the <br />Unbudgeted, Unappropriated Balance of the General Fund to the Auditor -Assessor's Supplies and Ser- <br />vices Account (MINUTE ORDER #59-238), seconded by Councilman Rosselli and carried. Councilman <br />Spillers asked that the City Manager check into the possibility of using some top soil that is avail- <br />able in the vicinity of Stulsaft Park. <br />Councilman Spillers moved adoption of RESOLUTION NO. 2943 TRANSFERRING THE SMA OF $29958 FROM THE <br />ENGINEERING DEPARTMENT SALARIES ACCOUNT TO THE PLANNING DEPARTMENT SALARIES ACCOUNT FOR THE PURPOSE <br />OF PROVIDING FOR ADDITIONAL STENOGRAPHIC AND CLERICAL SERVICES, seconded by Councilman Fields and <br />carried unanimously on roll call, Mayor Royer being noted absent. <br />
