Councilman Spillers moved adoption of RESOLUTION NO. 2737 DECLAPJ NG DECORATION DAY, MAY 30th, AN OFFICIAL <br />HOLIDAY THROUGHOUT SAN MATEO COUNTY, seconded by Councilman Fields and carried on roll call, Mayor Royer <br />being noted. absent. <br />INTERIM REPORT, LEGISLATIVE COMMITTER. <br />1. <br />Your Legislative Committee has reviewed the proposed County -wide Flood Control Act and has briefly dis- <br />cussed the problem with Assemblyman Britschgi and a prepresentative of the City of San Mateo. As a <br />result of our discussions, we feel that the act contains some features which should be clarified and <br />if necessary, amended. These features include the methods and procedures governing the creation of <br />taxing zones which include City territory. We also are concerned about the method provided in the <br />bill for the compensation to be provided cities for existing flood control work which is to be incl- <br />uded as an integral part of the whole area -gide or zone -wide District plan. There are also other <br />items which we feel should at least be discussed with the proponents of the bill before we take f ormal <br />action one way or the other. <br />2. <br />We would also like to inform the Council that we have been advised that the City of San Mateo is <br />having a special Council meeting this evening to go over many of the problems involved in the Act <br />with Mr. Stallings and representatives of the Board of Supervisors and the Manufacturers Association. <br />We think it would be advisable to obtain the results of this meeting before a definite recommendation <br />is made with respect to either the amendments or the Councills position with respect to the entire <br />bill. <br />3• <br />We do have a problem of time in that while we were advised by Senator Dolwig that the hearing on <br />this matter was set for June 3rd, we have since heard that the hearing will be held this caning <br />Wednesday.. May 27th. <br />40 <br />Under these conditions the Committee recommends that the Chairman be authorized by the Council to <br />discuss the points in question with representatives of the City of San Mateo in an attempt to clar- <br />ify the questions that the Committee has. It is anticipated that this can be accomplished tomorrow, <br />and if any solutions are arrived at as a result of these discussions by the Chairman of your Com- <br />mittee, we feel that the Chairman should be authorized to take whatever action he deems necessary <br />to protect the best interests of the City at the hearing Wednesday. <br />Councilman Spillers moved approval of the interim report of the Legislative Committee concerning the <br />proposed County Flood Control Act and authorized the Chairman to discuss proposed clarifications and <br />amendments of the bill and take whatever action he deems necessary with respect to the legislative <br />hearing thereong (MINUTE CEDER #59-64), seconded by Gouncilman Rosselli and carried. <br />Chairman Herkner also reported on Senate Bill #1125 (Holmdahl) on Public Utilities. The Committee <br />recommends the Council to take action to back•the bill. Councilman Rosselli moved to back the bill <br />because it will benefit the people of Redwood City and offered RESOLUTION N0. 2738 APPROVING AND URGING <br />ADOPTION OF A.B. 1125 RELATIVE TO RATE MAKING FORMULAS BY PUBLIC UTITLITY COMMISSION, seconded by Coun.- <br />oilman Spillers and carried on roll call, Mayor Royer being noted absent. <br />COMMUNICATIONS: <br />Richard M. Delucchi request 30 day extension of time for the completion of street improvements in Newell <br />Park. Councilman Weymouth moved to grant the extension as requested (MINUTE ORDER #59-65), seconded by <br />Councilman Spillers and carried. <br />i <br />Frank M. Weber expressed apprecigtion on behalf of his brother Mathew and himself for the way the City <br />Treasurer handled the payments oa the street improvements bonds (Johnson Street) during the years with <br />everything always in order. <br />San Mateo County Planning Commission expressed their thanks to Councilman Herkner for the cooperation <br />PIM and fine spirit with which he entered into their little Master Plan Skit last week. <br />B. W. Booker expressed his thanks to the elected city officials, and their technical staffs, for the <br />friendly cooperation which they have extended to his district in connection with mutual problems. His <br />successor will be Mr. J. P. Sinclair. <br />Councilman Spillers moved that Councilman Herkner be Mayor pro -tem for the next week and Councilman Spillers <br />will take the week after as Mayor pro -tem (MINUTE ORDER #59-66), seconded by Councilman Fields and car- <br />ried. <br />
