Repeals uninhabited Annexation Act of 1939, with result that cities would be <br />prohibited from annexing territory until it became developed and inhabited* <br />Committee recommendation: Opposes <br />A.B. 158. Provides mandatory exemption from city license taxes in favor of all State - <br />licensed contractors. <br />Recommendation: Oppose. <br />,%nate Constitutional Amendment 20. Would add Section 20 to Article 13., California <br />Constitution., to require taxation of publicly -owned land until actually used for the <br />purpose for which it was acquired. <br />Recommendation: Oppbseo <br />S.B. 1196. Would impose a two per cent franchise tax on any utility utilizing public <br />streets, roads and highways, pursuant to any State-wide franchise granted by the State of <br />California* Telephone and telegraph corporations have successfully avoided local fran- <br />chise payments on the basis that they hold a State-wide franchise. These are the only <br />utili#es enJoying this privilege on a Statewide basis without any franchise payment. The <br />act would impose a franchise tax of two per cent of the gross revenues, fifty per cent to <br />be retained by the Statel and the bala nce to be paid to the cities and counties -on the <br />basis of population* The bill further provides for the validation of franchises previously <br />granted such companies by cities; howeverj, this feature of the bill is considered to have <br />little., if anyp legal effects <br />Recommendations Support <br />A.B. 2548. Would repeal State sales and use tax law and Bradley Burns uniform local <br />sales and use tax law* <br />Recommendation: Opposes <br />A.B. 2577* Authorizes County Board of Supervisors to impose *010 per gallon fuel tax <br />or pFivilege of distributing motor vehicle fuel. Receipts of the tax are to be distri- <br />buted to cities in the county and to the unincorporated area in proportion to the number <br />of gallons distributed in each such area. All such receipts are to spent exclusively for <br />now highway constriction purposes* <br />Recommendation: Oppose. <br />S.B. 1190. Would authorize issuance of bonds by counties for primary road constructions, <br />payable solely from receipts from gas tax fund., and would authorize issuance of bonds by <br />cities for construction of major city streets., payable solely from future gas tax. Issu- <br />ance of such bnnds would be subject to the majority approval of voters on the question <br />of issuance, and would require validating constitutional amendments <br />Recommendation: Support. <br />S.B. 1222, Would provide procedure for issuance of subsequent bond issues under parking <br />district law of 1951 for further acquisition for improvement of public parking facilities <br />after original bonded indebtedness has been incurred* <br />Recommendation: Support. <br />A.B. 515 - 528* These bills provide the conclusive presumption that disabled public <br />safety employees., who are disabled or die of herniap heart trouble or pneumonia, incur <br />such disability as a result of their employment* It would prevent cities from raising <br />any defense on the basis that the heart trouble or other illness of the type mentioned <br />was caused by some factor unrelated to employment* <br />Recommendation: Oppose. <br />
