304 <br />A.B. 590. Provides for mandatory unemployment compensation disability insurance for state and local <br />employees. It would require contributions by both the City and the employees and would be collected <br />from the employees on the basis of one per cent on all salaries up to $3,600 per year. This coverage <br />would be in addition to existing local sick leave and health and accident benefits. <br />Recommendation: Oppose. <br />Assembly Constitutional Amendment 38. Would revise Article 11, Section 18, of the California Consti- <br />tution* It would make the Constitutional debt limit applicable to all local public agencies and decrease <br />the vote required for approval of general obligation bonds from two-thirds to sixty per cent. It would <br />also require a majority vote for issuance of certain revenue bonds and a sixty percent vote approval for <br />lease -purchase agreements. <br />Recommendation: Support. <br />Councilman Spillers moved approval of the Legislative Committee+s report, seconded by Councilman Weymouth. <br />Councilman Fields amended the motion that SB 1196 be deleted. The amendment lost for lack of a second. After <br />discussion the motion was withdrawn. <br />Councilman Spillers moved adoption of RESOLUTION NO. 2742 STATING POSITION OF THE COUNCIL OF THE CITY OF RED- <br />WOOD CITY WITH RESPECT TO CERTAIN DESIGNATED PROPOSED STATE LEGISLATION, seconded by Councilman Granger and <br />carried on roll call, Councilman Fields voting no because he opposed the recommendation of SB 1196 and Mayor <br />Royer being noted absent. <br />Councilman Granger moved adoption of RESOLUTION NO. 2743 BEING THE RES OLUTION,OF PRELIMINARY DETERMINATION, MAR- <br />SHALL STREET (MAIN STREET TO WALNUT STREET), Seconded by Councilman Weymouth and carried on roll call, Mayor <br />Royer being noted absent. (Public Hearing - June 15th) <br />Councilman Weymouth moved adoption of RESOLUTION NO.2744 AUTHORIZING ACQUISITION CF CERTAIN DESCRIBED PROPERTY IN <br />CONNECTION WITH EXTENSION OF MARSHALL STREET BETWEEN MAIN AND WALNUT STREETS PURSUANT TO 1911 ACT, PUBLIC <br />IMPROVEMENT ASSESSMENT PROCEEDINGS, seconded by Councilman Spillers and carried on roll call, Mayor Royer <br />being noted absent. <br />Report on bid opening, addition to 49er Building. The City Manager suggested that this be carried on the agenda <br />for one week. Councilman Spillers moved to continue the matter for one week (MINUTE ORDER #59-67), seconded <br />by Councilman Granger and carried. <br />Councilman Rosselli moved adoption of RESOLUTION NO. 2745 AUTHORIZING CITY MANAGER TO EXERCISE OPTIONS FOR THE <br />ACQUISITION OF CERTIIN REAL PROPERTY IN CONNECTION WITH THE WIDENING OF JEFFERSON AVENUE, seconded by Coun- <br />cilman Spillers and carried on roll call, Mayor Royer being noted absent. <br />Resolution of public convenience and necessity, Jefferson Avenue. The City Attorney asked that this be taken off <br />the agenda. <br />PLANNING COMMISSION recommends approval of petition of MARIE REISCHMAN to rezone the westerly one-half of Lot 3, <br />Block C. Woodside Acres No. 1, located at 1421 Gordon Street, from R-2 District to R -3-G District. Council- <br />man Rosselli moved to set the matter for public hearing on June 15th (MINUTE ORDER #59-68), seconded by <br />Councilman Spillers and carried. <br />PLANNING COMMISSION RECOMMENDS denial of petition of Fatima NADJAF to rezone the southwesterly portion of Lot 4 <br />Block A, Woodside Acres,Map No. 1, located at 1525 Hudson Street, from R-2 District to R-3 District. Council- <br />man Spillers moved to set the matter for public hearing on June 15th (MINUTE ORDER #59-69), seconded by Coun- <br />cilman Fields and carried. <br />COMMUNICATIONS: <br />William A. Borba, Parade Chairman, Burlingame Festival Association, invited the Council to participate in <br />their parade on June 7th at 1:00 p. m. Councilman Spillers stated that he would attend the celebration. Mayor <br />pro -tem Herkner stated that he would also attend. <br />S. H. Sugarman, President North Redwood Little League, extended an invitation to the Council to their opening <br />ceremony Friday, June 5th, at 6 p,, m, on the field at Myrtle Street and Madison Avenue.
