6 <br />Harold C. Stehle and Mayor Ray A. Weymouth, City Clerk Helen C. Moore. Also present <br />were the following members of the Planning Commission (also in regular adjourned meeting): <br />Leonard Greenwold, Mitch Webber, Merritt Snyder, Vincent Rambo, Gerald Bedbury and <br />Chairman James McDonald. Commissioner Robert Youman was noted absent. Also present <br />were Dick Wilkinson and Leonard Knittel. <br />The joint meeting of the City Council and Planning Commission having been called for the <br />purpose of discussion of problems involving policy and coordination, the following <br />subjects were introduced and explored at length: <br />1. Spot Zoning, with particular reference to multiple occupancies and street patterns <br />to accommodate same. <br />2. Aachitectural control of multiple occupancy housing. <br />3. Coordination of interlocking activities of Planning, Engineering and Building <br />Inspection Departments. <br />4. Neighborhood shopping areas versus downtown business district, with street <br />pattern to provide access. <br />5. Need for General Plan. <br />(a) Updating of existing Land Use Plan. <br />(b) New zoning ordinance. <br />(c) How detailed and elaborate should first plan submitted for study be. <br />Councilman Herkner left the meeting at 10:25 p.m. <br />After thorough discussion in which all members of the Council and Planning Commission <br />participated, the Council requested the Planning Director to re -work the time schedule <br />relating to the General Plan which he had previously submitted, and to bring in with the <br />revised schedule, an outline of what the scope of the basic General Plan will encompass. <br />He was asked to expedite this report to the Council. <br />On motion of Councilman Rosselli, seconded by Councilman Fields, the meeting adjourned <br />to 10 A.M. Monday, July 18th, in Superior Court Room No. 4 at the Hall of Justice and <br />Records, at which time and place the Council will sit as a Board of Equalization.
