14 Councilman Royer moved introduction of an ordinance amending Ordinance No. 600, the Zoning Ordinance, to re- zone certain herein described property from R-1 District to R-3 District, seconded by Councilman Stehle and carried. Continuation of public hearing on Adams Street Culvert Improvement District. Mr. Edwards appeared before the Coun- cil and askect several questions* It was explained that Councilman Fields would not be allowed to vote be- cause he was not present at the time the first portion of the public hearing was held. One of the questions asked was whether or not a survey of the area had been made as requested by the Council. Also whether or not the assessment district could be enlarged; could the City still contribute the $11,000 some odd dollars and the people in the area be given the advantage of the saving on the low bid. This was followed by dis- cussion after which Councilman Rosselli moved to continue the public hearing for two weeks, September 12th, and the people in the area to form a committee to meet with the City Manager, seconded by Councilman Stehle and carried. Councilman Herkner moved adoption of ORDINANCE NO. 977 FIXING THE AMOUNT OF MONEY TO BE RAISED BY TAXATTON UPON THE TAXABLE PROPERTY WITHIN THE CITY OF REDWOCD CITY ASREVENUE TO CARRY ON THE VARIOUS DEPARTMENTS CF SAID CITY FOR THE FISCAL YEAR 1960-61, TO PAY THE BONDED INDEBTEDNESS OF SAID CITY FALLING DUE AND BECOMING PAYABLE DURING THE SAID FISCAL YEAR TOGETHER WITH THE INTEREST THEREON, TO MAINTAIN THE PUBLIC LIBRARY CF SAID CITY DURING THE FISCAL YEARS TO MAINTAIN THE WAR MEMORIAL VETERANS HALL BUILDING, TO PROVIDE FUNDS FOR THE RETIRE- MENT PLAN,, AND TO PROVIDE.FCR CAPITAL IMPROVEMENTS; AND FIXING AND LEVYING THE TAX RATE THEREFCR, seconded by Councilman Fields and carried unanimously on roll call, Councilman Granger being noted absent. Publication affidavit ordered filed. Councilman Rosselli moved adoption of ORDINANCE NO. 978 ACCEPTING THE REQUIREMENTS CF SECTION 13522 CF THE PENAL CODE RELATING TO TRAINING CF LAW ENFORCEMENTOFFICERS, seconded by Councilman Stehle and carried unanimously on roll call, Councilman Granger being noted absent. The affidavit of publication was ordered filed. RANNELS DISTINCTIVE APPAREL REQUESTS PERMISSICN TO CONDUCT A CLOSE -WT SALE AT 2380 BROADWAY. Mrs. Mildred Cunningham is retiring from business because of ill health. A deposit of $100 has been paid. Councilman Royer moved to grant the permit (MINUTE ORDER #60-188), seconded by Councilman Fields and carried. DISCUSSION ON STREET STANDS FOR FUTURE EMERALD LAKE STREET IMPROVEMENTS in areas to be annexed and/or subdivided. The reason for this discussion was so the Council could give the Planning Commission some idea as to their thinking on this matter. Planning Director Wilkinson started the discussion by showing slides of the dif- ferent type streets to be considered.
