<br />INVOCATION WAS led by Reverend Wilbur Westerdahl, Peninsula Covenant Church,
<br />ON ROLL CALL the following were noted present: Councilmen Ron W. Fields$ Floyd D. Granger, Sidney D. Herkner,
<br />John S. Rosselli, Robert V. Spillers, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge.
<br />Also present were City Manager J. E. Neal, City Attorney Robert J. Costello, City Engineer Glenn M.
<br />Jain, Building Inspector S. H. Kreiss, Police Chief William Faulstich, Traffic Engineer Arthur U.
<br />Eskelin, Auditor -Assessor John J. Brophy, Secretary Helen Moore, Assistant Planning Director Leonard
<br />Knittel, Water Superintendent H. L. Winter, Street Maintenance Superintendent Doyle Chester and Deputy
<br />CityClerkVivian Rifbjerg.
<br />Councilman Spillers moved approval of the minutes of March 14, 1960 as mailed, seconded by Councilman Herkner
<br />and carried.
<br />CONTINUATION of PUBLIC HEARTNG ON LESLIE ANNEXATION 2 -Bo There being no one present protesting the annexation]
<br />Councilman Fields moved that the public hearing be continued to March 28, seconded by Councilman
<br />Rosselli and carried.
<br />Councilman Spillers moved adoption of ORDINANCE N0. 600.112 AMENDING ORDINANCE N0. 600, THE ZONING ORDINANCE,
<br />TO REZONE LATS 8, 9, 10, 11, 16, 17, 18 AND 19, OF BLOCK 2, ROBINSON SUBDIVISION FROM R-4 DISTRICT TO
<br />0-1--H DISTRICT (Behrens), seconded by Councilman Weymouth. The following letter was submitted by Louis
<br />A. Behrens
<br />This letter is to fonfirm that I will comply with all the doriditions set forth in the P3Ahning
<br />Commission's granting to me of a use permit for parking on Lots 8 through 19, inclusive�,Block 2,
<br />Map of Robinson Subdivision, subject to the following two conditions:
<br />(1) That I construct a building to be leased to Lucky Stores.
<br />(2) That the City pay the cost of paving the additional width on Adams Street and
<br />Jefferson Avenue, as recommended by the Planning Commission.
<br />In the event I do not proceed with the construction of a building for Lucky Stores, I hereby
<br />request that the property be immediately rezoned to $ 4e
<br />After considerable discussion, the motion carried unanimously on roll call. The affidavit of publication
<br />was ordered filed.
<br />Councilman Weymouth moved adoption of ORDINANCE NO. 964 ESTABLISHING A BOARD CF BUILDING REVIEW$ PROVIDING
<br />FOR THE METHOD OF APPEAL AND PROVIDING FCR THE ADOPTION OF PROCEDURAL RULES, seconded by Councilman
<br />Rosselli. Councilman Spillers asked that the ordinance be changed from 5 to 7 members on the Board.
<br />After discussion, Councilman Herkner amended the ordinance to 7 members on the board rather than 5,
<br />seconded by Councilman Spillers. The amendment lost on a tie vote with Councilmen Fields, Herkner, and
<br />Spillers voting yes, Councilmen Ross elli, Weymouth and Mayor Royer voting no and Councilman Granger
<br />abstaining. The motion to adopt the ordinance as published carried on roll call, with Councilmen Fields,
<br />Granger, Herkner, Rosselli, Weymouth and Mayor Royer voting yes and Councilman Spillers voting no. The
<br />affidavit of publication was ordered filed.
<br />C: ouncilman Fields moved to place the matter of the planning study of Five Pointe be taken up at the next
<br />Council meeting, March 28th (MINUTE ORDER #60-84), seconded by Councilman Granger and carried.
<br />Councilman Herkaer moved adoption of RESOLUTION N0, 3016 BEING A RESOLTUION OF INTENTION OF THE COUNCIL OF THE
<br />CITY OF REDWOOD CITY TO INSTITUTE PROCEEDINGS TO AMEND ORDINANCE N0, 6009 THE ZONING ORDINANCE, TO RE-
<br />ZONE CERTAIN PROPERTY IN THE VICINITY OF GOODWIN AVENUE AND MITCHELL WAY FROM "U" DISTRICT TO R-1 DISTRICT
<br />SECONDED by Councilman Spillers. Councilman Granger expressed his opinion and stated that he felt that
<br />this land should be classified higher than R-1 with a minimum of 6000 sq. ft. He further stated that he
<br />thought the Planning Commission should determine the zoning rather than the Council. He said he would
<br />vote in favor of the resolution but it would be under protest. The motion carried on roll call with
<br />Councilmen Fields, Granger (under protest), Herkner, Rosselli and Spillers voting yes and Councilman
<br />
