<br />Thursday, January 7, 1960, 1:00 P.M.
<br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, John
<br />Rosselli, Robert V. 4)illers, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. Council-
<br />man Ron Fields was noted absent. Also present were City Manager, City Engineer, Planning Director,
<br />City Attorney and City Auditor. Members of the General Plan Advisory Committee present were Ferris
<br />Miles, Chairman, Ray Spangler, Fred Schmitz, Don Cherry and Louise Lake.
<br />DISCUSSION REGARDING THE PROPOSED ABANDONMENT OF THE NORTH SECTION CF PARKING LOT INDICATED AS NO, IV
<br />(Marshall Street to Bradford Street). Public hearing will be necessary. Councilman Weymouth moved,
<br />seconded by Councilman Rosselli., that City Manager arrange for a meeting Pith the Parking Lot Attorney
<br />and Mr. C. Be Currie to discuss this proposal. Parcels in the north section will be sold by the Dist-
<br />rict and the proceeds will be used to help finance the southern section. (MINUTE ORDER #60-4) Motion
<br />carried. Marshall Street bridge and extension is included in the revised plans.
<br />EDGEWOCD ANNEXATION NO. 1-B. The affidavits of contiguity and number of registered voters within proposed
<br />annexation were ordered filed. Councilman Spillers moved adoption of RESOLUTION NO. 295. GIVING NOTICE
<br />OF, AND DECLARING ITS INTENTION T0, INITIATE ON ITS OffN MOTION PROCEEDINGS TO ANNEX TO SAID CITY CER-
<br />TAIN UNINHABITED TERRITORY AND DESIGNATING IT BY THE NAME CF "EDGEGVOOD ANNEXATION NO. 1-B"; GIVING ITS
<br />REASONS FOR DESIRING SAID ANNEXATION; MAKING CERTAIN FINDINGS RESPECTING SAID PROCEEDINGS; AND, GIVING
<br />NOTICE OF THE TIME AND PLACE SAID COUNCIL WILL HEAR PROTESTS TO SAID ANNEXATION, seconded by Council-
<br />man Herkner and carried unanimously on roll call, Councilman Fields being noted absent.
<br />San Mateo Boundary Commission approved Edgewood Annexation maps and descriptions 1-A and 1 B as alter -
<br />60 nates to original annexation submitted to them on November 27th and approved by them on December 3,
<br />1959.
<br />PROPOSED SITES FCR THE WHITE HOUSE STORE WERE DISCUSSED. The need is stated at 131 acres to accomodate
<br />building containing 150,000 square feet.
<br />On motion of Councilman Rosselli, seconded by Councilman Weymouth, and carried, City Manager was authorized
<br />to negotiate with Wilsey & Ham to conduct studies of proposed Whipple and Hopkins connections with
<br />Bayshore, said studies to be both routes and a combination of the two routes. Study would cost a total
<br />of $8300, $2500 of which would cover the contract with the County, leaving a balance of $5800 to be
<br />paid from Gas Tax Plans funds. (MINUTE ORDER #60-5)
<br />FINANCING PLANS FOR SIX YEAR PLAN. Chairman Ferris Miles of the General Plan Committee stated that their
<br />committee recommended that Local Sales Tax issue be placed on the ballot on a yes or no basis, all
<br />sales tax revenue to be used for future capital projects only. Mayor Royer offered a suggestion that

<br />f a portion of the revenue be used to hold the general tax rate to 85¢ for a stated period, however,
<br />I
<br />after discussion, Council accepted the recommendation of the Committee. Councilman Spillers moved that
<br />the local sales tax issue be placed on the ballot on a yes and no basis (MINUTE ORDER #60-6), seconded
<br />by Councilman Rosselli and carried on roll call, Councilman Fields being noted absent.
<br />MM Councilman Granger then moved, seconded by Councilman Weymouth, that the City Attorney prepare a resolu-
<br />tion of intention stating that all sales tax revenues to be used for future capital improvement pro-
<br />jects only (MINUTE ORDER #60-7)9 The motioncarried on roll call, Councilmen Granger, Rosselli, Spillers,
<br />and Weymouth voting yes, Councilman Herkner and Mayor Royer voting no and Councilman Fields being noted
<br />absent.
<br />Councilman Rosselli, moved adjournment, seconded by Councilman Weymouth and carried. Melting adjourned,
