Minutes of the Regular Adjourned Meeting <br />Redwood City Council <br />May 5, 19609 8:00 P.M. <br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, John S. <br />Roisselli, William H. Royer, Mayor Ray A. Weymouth and Deputy City Clerk Vivian Rifb jerg. Councilmen <br />Ron W.. Fields and Harold C. Stehle were noted absent. Also present were City Manager J. E. Neal, City <br />Attorney Robert, J. Costello, Police Chief. William Faulstich, Fire Chief J. L. Lodi, Building Inspector <br />L <br />S. H. Kreiss, Assessor -Auditor John J. Brophy, City Engineer Glenn M. Jain and Water Superintendent H. <br />L. Winter. <br />DISCUSSION OV FIVE POINTS INTERCHANGE. <br />The <br />Mayor announced that Five Points Interchange had received a <br />58.25% majority vote at <br />the last <br />election, <br />To <br />start the discussion rolling Mayor Weymouth asked Mr. J. P. <br />Sinclair, Assistant State <br />Highway <br />Engineer <br />to outline the State's plans for this intersection. <br />Mr. Sinclair stated that it was the plan of the Sta to to develop Woodside Road into an express high- <br />way with four lanes of traffic. They have made a thorough investigation of this project and have <br />settled on two different plans. To do the job right they would use the existing intersection at <br />Spruce Street, round the corner and go through to the Freeway at Five Points,. <br />The two plans are the "ultimate plan" and the "initial plan". The "ultimate" improvement would include <br />the interchange at Five Points, separation over El Camino Real and over the railroad tracks* There <br />would be a 4 quadrant clover leaf at Five Points allowing full flow of traffic. This plan is estimated <br />to cost $1,700,000.00 which amount is excessive of funds available at this time. The State comtemplates <br />10 to 15 years before the State could have the money available. It would take all the present funds <br />available to match Federal monies in order to apply for Federal aid. <br />The State looked into means of finding funds for a limited time and came up with the initial development <br />at a cost of a little over $2,000,000.00. The "initial" improvement would allow them to put in the <br />street at grade after it leaves the railroad track. This would allow a raised section and bridge over <br />the railraod tract with the road coming down to grade at Hancock and continuing on to Woodside Road. <br />It would not allow a bridge <br />over E1 Camino Real. Woodside Road would be split <br />so <br />traffic could use <br />Manzanita or Spruce Street, <br />one way streets. There would be two stop signs on <br />E1 <br />Camino Real which <br />would do away with the <br />three-phase system. <br />Eventually, the State would <br />install the "ultimate" plan;and <br />work it into this plan. <br />All the work South <br />of the bridge would be lost <br />except for acquisition. The <br />loss is estimated to be $150,000 which they feel isn't too great considering the years the street will <br />be used. <br />If the City can contribute $1,000,000.00, the State will proceed with the "ultimate" plan. <br />In the initial plan, Redwood Avenue would be closed off and traffic diverted to another street. The <br />same thing would happen to Main Street. An additional aignal would be installed at Pine Street and <br />E1 Camino Real. <br />It will cost approximately $2,5009000 to add the overpass to Five Points on the initial plan. The <br />Southern Pacific Company would probably put in 10% of the cost to install the structure over the rail- <br />road tracks. The City would not be required to put up their money until such time as the contract is <br />let. The ultimate plan is estimated to cost $1,700,000 and the initial plan to cost $2,190,000. Mr. <br />Sinclair explained how the money is allocated to the Counties and how the State can spend the money. <br />Also under discussion was the aid the City anticipated receiving from the County on this project. <br />The State must have an answer from the City of Redwood City on or before January 1, 1961 as to whether <br />or not they will participate in the f inancing of Five Points. If the City does not participate in the <br />financing of Five Points, then the State will start proceedings on the initial plan. In either case, <br />
