Frank Salaman, Redwood <br />r" <br />Marina, addressed the Council and stated his reasons why, he thought they should not accept the low bid. <br />L He referred to the lapstrake, height of the waves and why it would require a larger and heavier boat <br />to be used in the channels also the use of the boat as an official boat of the City. His boat is a <br />$7,000 boat that he is offering the City at cost. After this discussion, Councilman Royer and Fields <br />withdrew their motion. Councilman Rosselli moved to hold this matter up for one week, the staff to <br />investigate and report back to the Council, seconded by Councilman Royer and carried. <br />Councilman Fields moved adoption of RESOLUTION N0. 3086 wiTHDRAWING ANNEXED TERRITORY KNONN AS "BRESSO ANNEXA- <br />TION" FROM MENLO PARK FIRE DISTRICT, seconded by Councilman Stehle and carried unanimously on roll call, <br />Councilmen Granger and Herkner being noted absent. <br />Councilman Fields moved adoption of RESOLUTION N0. 3087 rul•rnunAWING ANNEXED TERRITORY KNMNS AS "BRESSO <br />ANNEXATION" FROM EMERALD LAKE LIGHTING DISTRICT, seconded by Councilman Stehle and curried unanimously <br />on roll call, Councilmen Granger and Herkner being noted absent. <br />COMMUNICATIONS: <br />Department of Public Health informed the,Council that they have until June 1, 1960 to make application <br />for a water permit as provided for in Section 4011., Health and Safety Code. Councilman Rosselli moved <br />that the permit be filed* After discussion the motion was withdrawn.- The Mayor asked that the matter <br />be placed on the agenda- for May 23rd, the City Attorney to send out a copy of his January- 1959 opinion <br />to -each of the councilmen. <br />Venerre We Fright, Lot 30 Block 10, Highlands of Emerald Lake, Jefferson Avenue widening, submitted a <br />claim f or damages in the amount of $660.00. Councilman Royer moved to deny the claim and referred it <br />to the insurance carrier (MINUTE ORDER #60-133), seconded by Councilman hosselli and carried. <br />Richard Carpenter, Executive Director and General Council of the League of California Cities, asked <br />that .the Council give consideration to urging our congressmen to sign the discharge petition on Restoring <br />Home Rule to the District of Columbia, HR 4633. This communication was referred -to the Legislative <br />Committee. The Council did not feel they had any right to act on this matter as a Council represents <br />the residents of Redwood City. <br />Richard H. Thomas, 87 Clinton Street, asked the City to consider ins telling public toilets. The City <br />Manager stated that the City did not have the necessary funds anf further stated that it would be a <br />costly operation. Councilman Royer moved that the City Manager write his recommendation to Mr. Thomas <br />r - <br />stating that the Council upholds his recommendation (MINUTE ORDER #60-134), seconded by Councilman <br />Rosselli and carried. <br />Kenneth I.Jen6s, for Kirkbride, Filson, Harzfeld & Wallaees submitted a letter regarding Parking <br />District No. 1 bond redemption feasibility.- Councilman Royer moved that the report be accepted and <br />P"` made a part of the record, seconded by Councilman Stehle and carried. <br />"At the Council/s request we have reviewed the figures set forth in the feasibility study- <br />prepared <br />tudyprepared by John J. Brophy and dated March 4, 1960 regarding Parking District No. 1. <br />Mr. Brophy/s report shows that bond costs can be met from the three sources of funds avail- <br />able under the bond resolution. This conclusion is consistent with our report to you of <br />November 5, 1958, wherein we pointed out that expected deficits could be met by limiting <br />maintenance charges to true maintenance costs provided moderate growth occurs in all avail - <br />sources of income. <br />Mr. Brophy's figures reflect a reasonable maintenance factor and are based on a reasonable <br />and moderate growth. <br />
