Councilman Herkner stated that both he and Mrs. <br />Merman attended a meeting with the Friendly Acres Improvement Club and this petition is a result of <br />that meeting. Councilman Herkner moved to refer the petition to the Library Board of Trustees for <br />their recommendation and try to have their recommendation and cost ready by Friday night for the budget <br />meeting, seconded by Councilman Granger and carried. <br />Councilman Fields moved that the meeting be adjourned to Friday night, May 27th, at 8:00 p. me in the <br />Veteran's Memorial Building for the purpose of discussion of budget and Five Points interchanges ec- <br />onded by Councilman Stehle and carried. Moore, City Clerk <br />Minutes of the Regular Adjourned Meeting <br />Redwood City Council <br />May 27, 1960, 8:00 P.M. <br />ON ROLL CALL the following were noted present: Councilmen Ron W. Fields, Floyd D. Granger, Sidney D. <br />Herkners John Rosselli, William H. Royer, Harold Co Stehle, Mayor Ray A. Weymouth and City Clerk Helen <br />Co Moore. Also present were City Manager J. E. Neal, Assistant to the City Manager Bert Balmer and <br />Assessor -Auditor John J. Brophy. <br />APPLICATION FOR CLOSING OUT SALE PERMIT BY CODAUNITY CENTER HARDWARE, 3211 Oak Knoll Drive, was approved on <br />motion by Councilman Royer, seconded by Councilman Herkner and carried. (MINUTE ORDER #60-113) <br />DISCUSSION OF FIVE POINTS INTERCHAME., It was the consensus of opinion that- the matter should not be brought <br />before the people in an election during the fiscal year 1960-61. Councilman Herkner moved that the <br />State be advised that the Council desires them to start construction of the Five Points Interchange as <br />soon as possible. Councilman Royer amended the motion to provide that the State be asked to start <br />construction an the Five Points Interchange as soon as possible and that awhile the Council prefers the <br />"ultimate plan", if the State is unable to construct this immediately, the "interim plan" should be <br />started at once. The City will not be able to particippte financially at this time. Councilman <br />Granger seconded the amended motion, which carried. (MINUTE ORDER #60-144) <br />BRANCH LIBRARY FOR FRIENDLY ACRES AREA. The petition signed by 1033 residents requesting the City provide <br />a branch library in the vicinity of Taft School was discussed. Councilman Royer moved that 1/2 cent <br />be added to the Library Tax rate to provide such a branch library, providing the Library Board of <br />Trustees finds it feasible and necessary (MINUTE ORDER #60-145)9 seconded by Councilman Herkner and <br />carried. <br />Councilman Granger moved that the Board of Trustees review the fees charged to library patrons residing <br />outside Redwood City, and report to the Council on the feasibility of restricting the use of Redwood <br />City library facilities to Redwood City residents, or adjusting the fees charged to non-residents to <br />defray the costs of such usage, seconded by Councilman Stehle and carried. (MINUTE ORDER #60-146) <br />STUDY OF DEPARTMENTAL BUDGET REQUESTS. All deletions, adjustments and additions to the budget will be re- <br />flected in the final budget as adopted. However, Councilman Herkner requested that in reference to <br />the budget for the Auditor -Assessor's departments the record show that savings must be made if and when <br />the accounting procedures of the City are consolidated into a Department of Finance. <br />ADJOURNMENT to 7x30 p. m.
