The first possible alternative is to refuse to allow the correction and to award the con-
tract to the second low bidder, S & Q Construction Company. The second possibility is to reject all
bids and re -advertise. The third possibility is to allow the correction and award the contract on the
basis of the corrected bid. The Council does not have the option of awarding the contract on the basis
of the uncorrected bid. The contractor would have a clear right to recission because of the Council's
knowledge of the mistake. It was the Parking District Attorney's opinion that the circumstances justifies
an award based on the corrected proposal of Pearce, McAllister & Thorsell, Inc.
Councilman Herkner moved adoption of the resolution awarding bid to ;Pearce, McAllister & Thorsell, Inc.,
seconded by Councilman Rosselli.
