<br />CONTINUATION CF PUBLIC HEARING ON LESLIE ANNEXATION 2-B, Councilman Fields moved to continue the public
<br />hearing to June 13th, seconded by Councilman Rosselli and carried.
<br />OPEN BIDS,, SALE OF BONDS REGENT STREET EXTENSION. The following bids were received:
<br />First California Company: 96 of par, plus accrued interest to date of delivery, for
<br />bonds bearing a coupon rate of 5.
<br />Stone & Youngberg: 93% of the principal amount thereof plus accrued interest to date of
<br />delivery for all of such bonds to bear interest at the rate of 6% per annum.
<br />Councilman Royer moved to refer the bids to the City Auditor.for checking and report back later in the
<br />evening, seconded by Councilman Stehle and carried.
<br />REPORT ON BID OPENING, PARKING LOT VI. The following bids bids were received:
<br />Pearce, McAllister & Thorsell, Inc. $102,815.09

<br />The contractor submitting the low bid alleges that an error was made in pricing one of his bid items.
<br />The corrected total should be $136,751.03.
<br />The Parking District Attorney submitted a letter pointing out to the Council the possible alternatives
<br />.., open to it. The first possible alternative is to refuse to allow the correction and to award the con-
<br />tract to the second low bidder, S & Q Construction Company. The second possibility is to reject all
<br />bids and re -advertise. The third possibility is to allow the correction and award the contract on the
<br />basis of the corrected bid. The Council does not have the option of awarding the contract on the basis
<br />of the uncorrected bid. The contractor would have a clear right to recission because of the Council's
<br />knowledge of the mistake. It was the Parking District Attorney's opinion that the circumstances justifies
<br />an award based on the corrected proposal of Pearce, McAllister & Thorsell, Inc.
<br />Councilman Herkner moved adoption of the resolution awarding bid to ;Pearce, McAllister & Thorsell, Inc.,
<br />seconded by Councilman Rosselli. Mr. Jain stated that he had not finished checking and verifying the
<br />corrected bid total with that submitted by the Parking District Attorney. The motion was withdrawn in
<br />order to give Mr. Jain more time to check the bids.

<br />It was recommended that the low bid of Douglass & Woodhouse, in the amount of $59,599.03, be accepted
<br />and that all other bids be rejected. The City Attorney recommended that the Council proceed with item
<br />#5 before taking any action on the awarding of the bid.

<br />PUBLIC HEARING ON PROPOSED REGENT STREET EXTENSION AND IMPROVEMENT DISTRICT, PER "RESOLUTION OF INTENTION NO
<br />30721" ADOPTED BY THE COUNCIL ON MAY 9, 1960. The public heating was dedlared open and the affidavits
<br />of publication and posting of notice of improvements and the affidavit of mailing notice of hearing on
<br />Engineer's Reprt were ordered filed. Councilman Herkner asked if the bond bid from the First California
<br />Company was a good bid or should they ask for another bid. The City Auditor report$d that this was a
