484 <br /> —' ^' " COMMUNITY DEVELOPMENT (continued) <br /> CONINIUNITY PROMOTION (continued) <br /> Discussion followed concerning the need for an aggressive fulltime <br /> business development office rather than the kind of reactive <br /> answering service, ribbon-cutting activities apparently antici- <br /> pated by the Chamber and the fact that the City must require , <br /> certain performance standards when they contract for services. <br /> CONSENSUS: Mayor Barrett determined it was the consensus of <br /> Council to hold over consideration of the allocation to the � <br /> Chamber of Commerce at this time in the absence of any Chamber <br /> representative. (memo 5/14/79) � <br /> TRANSPORTATION pp 39-46 <br /> In response to question regarding the City's ability to coordinate <br /> its street work with that of the utility companies, Director of <br /> Public Works Pusich advised that his office attempts to do so, except <br /> where there are emergencies which make such coordination impossible. <br /> Mr. Pusich advised that coordination of projects was part of the job <br /> of the administrative assistant which was one of those positions <br /> eliminated after Proposition 13 passed, because of the lack of funds. <br /> Lengthy discussion followed concerning the value of an administrative <br /> assistant position in coordinating work and avoiding duplication of <br /> effort; the difficulty of documenting that value in spite of its <br /> worth, since avoidance of possible costly errors should also be con- <br /> sidered; the need for categorizing all streets and establishing <br /> priorities for repair and maintenance; and the low morale which can <br /> occur when funds are inadequate even to do things which might in the <br /> end save money. <br /> MOTION: Councilman Chandler moved to restore the position of <br /> Administrative Assistant to the budget of the Department of Public <br /> Works. <br /> CONSENSUS: Mayor Barrett determined it to be the consensus of <br /> Council to withhold any action on the motion pending receipt of in- <br /> formation relating to duties and costs from the City Manager re- <br /> garding an administrative assistant position in the Department of <br /> Public Works. (memo 5/14/79) <br /> � <br /> ENVIRONMENTAL SUPPORT AND PROTECTION pp. 47-55 <br /> rrr�' <br /> WATER SUPPLY AND DISTRIBUTION <br /> City Manager Fales advised that an increase in water rates is <br /> pending before the San francisco Water Department which it will <br /> be recortmended be passed on to water customers. ' Mr. Fales <br /> noted that Redwood City water custaners have been subsidized <br /> from reserve funds but the City cannot afford to continue to <br /> do so when rates are raised at this time. <br /> In response to question, Director of Public Works Pusich advised <br /> that during the drought, water users were asked to cut back 25�, <br /> but that Redwood City customers reduced their use by 40%, and <br /> are still 27X below pre-drought use. <br /> Budget Study <br /> 5/12/79 <br /> Page 7 <br />
