(continued) In response to question, Planning Director Schroeter comr�ented on building code enforce- ment, stating that it does npt now require full current standards to be met fqr older buildings, just those relating to health and safety. He advised that options are available to property owners to rehabilitate their property now with low interest loans or to do only the critical safety work now dnd def�r the rest until the property is sold. � In response to request that cldrification be ? made regarding the deadline for �ouncil de- � cision, Mr. Schroeter said that the application must be filed by April 17, but authorization is needed now to submit the application for review to ABAG and the State Clearing House which requires 45-60 days. The application will come back before final 5ubm�ttal. He added that the Marks-Foran program is intended to allow communities to avail themselves of enough money to do something constructive about rehabilitation of neighborhoods. Mr. Schroeter and City Manager Fales described all of the neighborhood meetings, mailings, advertising, public hearings and community partiCipation which has gone into the CDBG program. �Joe Tru�'i�llo, 553 Douglas, stated he has bene- itte�`—�d-�om the rehabilitation loan program, but believes protection should be provided for participating homeowners with regard to th�e work done. Cliff Baxle , 670 Warrington, PROBE, commended ounc or the well-thought-out ne�ghborhood programs which allowed much citizen participa- tion, stated the Marks-Foran progrdm is welcome because more adequate funds will be available to d4 the work, and said he is pleased that property owners will have options with regard to addressing building code requirements. M/S: Biagi/Norris that: � 1) the staff be directed to prepare an ,,,,� amendment to the 1978-79 CDB� program which deletes the funds allocated to . the Chestnut Street pro�ect; and 2) the staff be directed to prepare an amendment to the 1978-79 CDBG program which reallocates those funds from the Chestnut Street project to remodeling the Veterans Memorial Building to pro- vide for �he needs of the �enior citizen organizatiorls which use the building and the remaining funds to planning and project work associated with the Main Street area revitalization and redevelop- ment.
