Mr. Schricker oointed out that the Subdivision Act corotains provisions re�arding structural requirements and cautioned that there may be concern that it is the intent of Council to use zoning to create open space by making certain property unbuildable. SUBSTITUTE MOTIOM: Rhodes/Biagi to refer back to the Planning Comnission the proposed ordi- nance to amend the Zoning Ordinanee regarding hillside lots for further study and considera- tion of an alternative legisTative approach. � The substitute motion carried by majority voice � vote. Ray 0'Neil, BarCle Wells Associates, municipal financing consultants, 100 Bush Street, San Francisco, advised that the changes �n the third draft from the second draft are indicated in handwriting in order that they may be readily apparent.
