The motion carried unanimously by roll call vote . Solid Waste Management Planning City Manager Fales called attention to his information report to Council of January 11 concerning solid waste management planning and the need for a Council appointment to be made by February 1 to the Solid Waste Advisory Committee . Written Communications Letter from Life Scout Mike Coleman of Belmont , California re availability of public buildings to handicapped persons . Mr . Coleman spoke concerning the difficulties handicapped persons might encounter in City administered build - ings and urged action be taken to facilitate their use of the buildings through the use of ramps , railings , doors wide enough to accommodate wheel - chairs and other such construction . Mayor Keckley expressed the intention of Council to meet the needs stated by Mr . Coleman with regard to new construction . He called attention to the extra step provided on City buses and the new Fair Oaks Community Center and advised that while improvements to existing buildings are continually being made , it would not be economically practical to reconstruct very old buildings which should be replaced . Adjournment MOTION : Councilman Henderson moved , seconded by Councilman Norris , to adjourn . The motion carried unanimously by voice vote . The Council adjourned at 8 : 40 p . m . Jacqueline C .
