<br /> Approval of Minutes - January 7 and January 14 , 1974
<br /> MOTION : Councilman Henderson moved , seconded by Councilman Weymouth , approval of
<br /> the Minutes of January 7 , 1974 as distributed .
<br /> The motion carried unanimously by voice vote , Councilman Norris abstaining .
<br /> MOTION : Councilman Henderson moved , seconded by Councilman Norris , approval of the
<br /> Minutes of January 14 , 1974 as distributed .
<br /> The motion carried unanimously by voice vote , Councilman Williams abstaining .
<br /> Civic Cultural Commission
<br /> Mayor Keckley expressed the gratitude of the Council and of the citizens of Redwood
<br /> City to Miss Mary LeBlanc and Mr . John Krueger for their excellent service on the
<br /> Civic Cultural Commission . Mayor Keckley presented a Distinguished Service Award
<br /> to Miss LeBlanc calling attention to her outstanding achievement as the youth mem-
<br /> ber of the Commission . Mr . Krueger was not present , and Mayor Keckley ordered that
<br /> a Distinguished Service Award be sent to him also .
<br /> Mrs . Jean Groberg and Miss Patti Bury , the new appointees to the Civic Cultural Com-
<br /> mission , then took the oath of office administered by City Clerk Hildebrand .
<br /> Mayor Keckley thanked Mrs . Groberg and Miss Bury for accepting their appointments
<br /> and presented them with official Certificates of Appointment .
<br /> Approval of Final Map , 55 Claremont Avenue (Alameda Associates )
<br /> City Attorney Schricker advised that the subject item had come before the Council
<br /> previously when approval of the Tentative Map was granted and that the Planning
<br /> Commission had found the Final Map to be in conformance with the previous map and
<br /> unanimously recommended approval subject to certain conditions in the proposed
<br /> agreement .
<br /> Councilmen examined a copy of the Final Map provided by City Manager Fales .
<br /> MOTION : Title having been read , Councilman Weymouth introduced the following reso-
<br /> lution and moved , seconded by Councilman Rhodes , its adoption :
<br /> Resolution No . 7094 Approving and Accepting Final Map of the 55 Claremont
<br /> Subdivision , Redwood City , California , Subject to Certain Conditions ; and
<br /> Approving and Authorizing Execution of Agreement for the Construction of
<br /> Improvements for Said Subdivision
<br /> The resolution was adopted unanimously by roll call vote .
<br /> Contract with Servicar
<br /> Councilman Rhodes , Chairman of the Council Transportation Committee , called atten-
<br /> tion to the Committee report of January 8 , stating that in view of cost increases
<br /> to Servicar , an amendment to their contract to increase the hourly rate by ten per
<br /> cent retroactive to September 15 , 1973 and running to the contract expiration on
<br /> April 1 , 1974 , totaling $ 6 , 650 , had been recommended . City Attorney Schricker ,
<br /> however , has advised that such retroactive payments are prohibited by the Constitu-
<br /> tion and has suggested the same objective could be accomplished , if the total
<br /> amount of the increase were granted for the period commencing from the date of
<br /> approval of the amendment by Council until the end of the contract , Mr , Schricker
<br /> stated that if the proposed resolution approving the amendment is to be adopted , it
<br /> should be recognized that the action is being taken because the public interest ,
<br /> convenience and necessity require it .
<br /> Assistant City Manager Smith advised that the City Controller has made an audit of
<br /> the entire Servicar operation which was reviewed by the Transportation Committee in
<br /> making their recommendation .
<br /> MOTION : Title having been read , Councilman Williams introduced the following reso-
<br /> lution and moved , seconded by Councilman Rhodes , its adoption :
