MOTION : Titles having been read , Councilman Norris introduced the following reso- lutions and moved , seconded by Councilman Henderson , their adoption : Resolution No . 7091 Adopting a Fee Schedule for the Use of the Community Activities Building and the Recreation Center ; and Rescinding Resolution No . 5887 Resolution No 7092 Adopting a Fee Schedule for the Use of the Veterans Memorial Building ; and Rescinding Resolution No . 6479 The resolutions were adopted on the following roll call vote : Ayes : Councilmen Henderson , Leipzig , Norris , Weymouth and Mayor Keckley —" Noes : Councilman Rhodes Amendment to Personnel Rules and Regulations ( re disability retirements of local safety members ) City Manager Fales referred to his report of January 11 , 1974 regarding the proposed amendment to the Personnel Rules and Regulations concerning determination of dis - ability for retirement purposes for local safety members of PERS and to the report of January 10 from the Director of Personnel . Kerins O ' Connor , Association Representative of the Redwood City Police Officers Association , referred to his letter of January 14 and stated his organization has requested a meet and confer session concerning the proposed amendment . Mr . O ' Conner asked the Council to withhold adoption of the proposed amendment until such a ses - sion has been held . City Manager Fales advised that the subject of the proposed resolution amending the Personnel Rules and Regulations is a matter of implementing State law and is not subject to the meet and confer process . Assistant City Attorney Maloney advised that the City is required to make the deter- mination contained in the proposed amendment pursuant to specified sections of the Government Code and that the result of such proposed resolution , in part , is to in- crease benefits for safety personnel . Mr . O ' Connor directed attention to the first sentence of the final paragraph on Page 2 of the proposed resolution , stating his organization ' s objection to a pro - vision it interprets as preventing a person on disability from access to his bene - fits , and suggesting the provision may be in violation of the Labor Code . Mr . Fales and Mr . Maloney advised that the provision is not in violation of the law . MOTION : Title having been read , Councilman Henderson introduced the following reso- lution and moved , seconded by Councilman Weymouth , its adoption : Resolution No . 7093 Amending Section 4 of Rule 13 of the Personnel Rules and Regulations of the City of Redwood City SUBSTITUTE MOTION : Councilman Rhodes moved , seconded by Councilman Norris , to con- tinue consideration of the proposed resolution until January 21 , 1974 . The substitute motion failed by majority voice vote . The resolution was adopted on the following roll call vote : Ayes : Councilmen Henderson , Leipzig , Norris , Weymouth and Mayor Keckley Noes : Councilman Rhodes Consent Calendar Councilman Norris announced that the Housing Advisory Committee had their first meeting on Saturday , January 12 and plan to meet regularly at 7 : 00 p . m . on Thursdays in the Community Activities Building until this assignment is completed . The next regular meeting will be held January 17 .
