Employer- Employee Relations Recommendation : support of SB 522 ; opposition to SB 32 ; opposition to AB 1243 ; opposition to AB 819 , Councilman Henderson also announced the following meetings : 1 . Meeting with Senator Arlen Gregorio on Saturday , February 2 , 1974 , at 8 : 00 a . m . at the Copper Shield Restaurant . 2 . A similar meeting is being arranged with Assemblyman Dixon Arnett . 3 . Governmental Affairs Committee of the Chamber of Commerce will meet at 7 : 30 a . m . on Tuesday , January 22 , 1974 at Ampex . 4 . National League of Cities Conference will be held in Washington , D . C . , March 3 - 5 , 1974 . Matters of particular importance to the City , including some related to the Port , will be considered and all Council- men able to do so are urged to attend . 5 . The Legislative Committee will hold the next meeting at 4 : 00 p . m . , Tuesday , January 22 in the City Attorney ' s office . MOTION : Councilman Rhodes moved , seconded by Councilman Weymouth , approval of Report 74 - 1 submitted by the Legislative Committee and acceptance of the recom- mendations contained therein and that the appropriate legislators are to be advised of Council support of S2589 and SB 522 and opposition to SB 32 , AB 1243 and AB 819 . (MINUTE ORDER NO . 74- 11 ) The motion carried unanimously by voice vote . Housing Element - General Plan Land Use Element -- General Plan Mayor Keckley announced that in the future when Planning Commission items requir- ing a hearing are to come before the Council , they will appear first as a Report from Boards and Commissions for the sole purpose of having the hearing date set by Council . When the date has been set , the hearing will be advertised , and the subject will then come before Council for consideration . MOTION : Councilman Henderson moved , seconded by Councilman Leipzig , that the hearing date on the Land Use Element of the General Plan be set for the regular meeting on January 28 , 1974 ; and that the hearing date on the Housing Element of the General Plan be set for the regular meeting of February 4 , 1974 . The motion carried unanimously by voice vote . Mayor Keckley announced that copies of the proposed Land Use and Housing Elements will be available to anyone interested in the office of the City Clerk at City Hall , County Priority Planning Committee - Proposed 1974 State Park Bond Act Funds Councilman Leipzig presented the report of December 21 , 1973 of the County Priority Planning Committee on the proposed 1974 State Park Bond Act Funds . MOTION : Title having been read , Councilman Leipzig introduced the following reso- lution and moved , seconded by Councilman Norris , its adoption : Resolution No . 7090 Approving Priority Plan for Distribution of San Mateo County Allocation of Proposed Statewide 1974 Park Bond Act Funds , and Approving Recommended Use Thereof The resolution was adopted unanimously by roll call vote . Fee schedules - recreation facilities MOTION : Councilman Rhodes moved that the American Association of Retired Persons and the National Association of Retired People be permitted to use meeting rooms in the recreation facilities free of charge . City Manager Fales and Parks and Recreation Director Weeks replied to questions and discussion followed concerning present free use of the building by Redwood City senior citizens in the City co - sponsored groups , the status of AARP and NARP which qualifies them for Group IV fees , the desirability of extending the use of facilities at no cost to organizations composed principally of non-Redwood City citizens and the obligation to Redwood City taxpayers with regard to payment for use of City facilities . 1/14/74 Reg .
