78 <br /> Officials and staff present : City Manager Fales , City Attorney Schricker , Assis - <br /> tant City Manager Smith , City Clerk Hildebrand and Planning Director Schroeter , <br /> Director of Public Works Pusich , Parks and Recreation Director Weeks , Police Chief <br /> Bold , Police Captain Gsell and Fire Chief Keller . <br /> -a. <br /> Approval of Minutes of January 21 , 1974 <br /> MOTION : Councilman Norris moved , seconded by Councilman Weymouth , to approve the <br /> Minutes of January 21 , 1974 as distributed . <br /> The motion carried unanimously by voice vote . <br /> Public Hearing - Land Use Element of the General Plan <br /> Affidavit of publication of Notice of Public Hearing being on file in the office of <br /> the City Clerk , and the only written communication having been distributed to Coun- <br /> cil , Mayor Keckley declared open at 7 : 37 p . m , the public hearing on the Land Use <br /> Element of the General Plan . <br /> Planning Director Schroeter summarized the requirements regarding adoption of a <br /> Land Use Element , stating that the element before the Council would complete the <br /> General Plan with regard to land use for the entire city . Mr . Schroeter reminded <br /> Council that consideration has already been given to the Downtown Development Plan , <br /> Redwood Shores Area. General Plan , Woodside Road General Plan and Emerald Lakes/ <br /> Redwood City Hillside General Plan . <br /> Mr . Schroeter advised that the intention of the Planning Commission is to seek to <br /> have a task force appointed including Councilmen , Planning Commissioners and other <br /> citizens . The task force would pursue an aggressive review of the elements of the <br /> General Plan during the next five months so that by July the Planning Commission <br /> could consider the review and by September could present to the City Council a com- <br /> plete proposed revision of the General Plan . Mr . Schroeter stated that such action <br /> would be consistent with the State ' s plan to have general plans considered and up - <br /> dated every October , <br /> Mayor Keckley announced that Council would proceed to consider the proposed Land <br /> Use Element in the order in which it is presented with Councilmen and public having <br /> the opportunity to speak and recommend approval or amendments . After such consid - <br /> eration , Council will consider the resolution adopting the proposed Land Use Ele - <br /> ment with whatever changes may have been approved by Council . <br /> Discussion followed concerning the section on Physical Goals and Principles . <br /> MOTION : Councilman Henderson moved , seconded by Councilman Norris , that Item No . 2 <br /> of Physical Goals and Principles be amended to read as follows : "Prohibit high- <br /> rise and limit cluster developments in hillside areas . " <br /> The motion carried unanimously by voice vote . <br /> Discussion continued and City Manager Fales and Mr . Schroeter commented on the <br /> difference between the General Plan and the Zoning Ordinance . It was pointed out <br /> that the General Plan is a dynamic one and represents long range guidelines cover- <br /> ing the direction the City should take according to the City Council and is based <br /> on present knowledge of circumstances . The Zoning Ordinance covers specific situ- <br /> ations , and while the General Plan and the Zoning Ordinance should be reasonably <br /> consistent , they are not equal . The Council is always free to consider any develop - <br /> ment that may be considered to be good for the City and alter the zoning accordingly , <br /> if necessary . <br /> MOTION : Councilman Henderson moved that in item No . 1 of Physical Goals and Prin- <br /> ciples that "a ration of 50%- 50% " be substituted for "present ration . " <br /> The motion failed for lack of a second . <br /> MOTION : Councilman Rhodes moved , seconded by Councilman Henderson , to delete item <br /> No . 3 of Physical Goals and Principles regarding confining residential developments <br /> to valleys and canyons . <br /> The motion carried unanimously by voice vote . <br /> MOTION : Councilman Henderson moved , seconded by Councilman Leipzig , to delete <br /> ' compact " and substitute " viable " in item No . 4 of Physical Goals and Principles , <br /> making the item read : "Make Downtown more viable .
