79 <br /> MOTION : Councilman Rhodes moved to add to item No . 6 of. Physical Goals and Princi - <br /> ples a statement that " If , in the judgment of the Council , commercial development <br /> would be good for the City , it would not have to be restricted to present commer - <br /> cial area and that industrial land could be used for such development . " <br /> Discussion followed and Mr . Pales commented concerning the flexibility of the <br /> General Plan , noting that there is nothing in the Plan that would prevent the City <br /> from taking advantage of any prospective good development , <br /> MOTION : Councilman Rhodes withdrew his previous motion and moved , seconded by <br /> Councilman Norris , to delete item No . 6 of Physical Goals and Principles regarding <br /> restriction of commercial enterprises to certain areas . <br /> The motion failed by majority voice vote . <br /> MOTION : Councilman Rhodes moved , seconded by Councilman Norris , to delete item <br /> No . 7 of Physical Goals and Principles regarding utilization of present industrial <br /> land and resisting commercial and/or residential zoning in those areas . <br /> The motion failed by majority voice vote . <br /> MOTION : Councilman Henderson moved , seconded by Councilman Norris , that item No . 6 <br /> of Physical Goals and Principles be changed to read as follows : " Encourage com- <br /> mercial development downtown except for neithborhood centers or other businesses <br /> which require a large area which will fit neither practically nor esthetically into <br /> the central core . " ( addition by Motion in Minutes of 2/4/74 ) <br /> The motion carried unanimously by voice vote , <br /> MOTION : Councilman Henderson moved , seconded by Councilman Leipzig , to add an <br /> additional item which would become item No . 7 ( item No . 3 having been deleted ) <br /> reading as follows : " Encourage high - rise residential development in the downtown <br /> area that is compatible with other downtown uses . " <br /> The motion carried unanimously by voice vote . <br /> Mayor Keckley then asked for Council and public comment on the next section of the <br /> proposed Land Use Element regarding Environmental Goals and Principles . <br /> MOTION : Councilman Norris moved , seconded by Councilman Rhodes , to insert " con- <br /> sistent with other elements of this General Plan " before "along " in the last phrase <br /> of the first paragraph of Environmental Goals and Principles , making it read as <br /> follows :: "and conserving natural open space assets consistent with other elements <br /> of this General Plan along the waterfront and in the foothills , " <br /> The motion carried unanimously by voice vote . <br /> MOTION : Councilman Henderson moved , seconded by Councilman Leipzig , that in item <br /> No . 3 of Environmental Goals and Principles "equal consideration " be substituted <br /> for "priority " and "and " substituted for " over " , making the item read : "Give equal <br /> consideration to park land acquisition and full park development . " <br /> The motion carried unanimously by voice vote . <br /> MOTION : Councilman Leipzig moved , seconded by Councilman Weymouth , to delete the <br /> last five words of item No . 5 of Environmental Goals and Principles , making that <br /> item read : "Require subdividers to dedicate land for parks or share the cost of <br /> acquiring park land , " <br /> Discussion followed and City Attorney Schricker replied to questions , stating that <br /> subdividers are being asked to contribute in order to relieve the pressure on al - <br /> ready existing park facilities which will occur as a result of the increased popu- <br /> lation brought about by new subdivisions . <br /> The motion carried unanimously by voice vote . <br /> Mayor Keckley then asked for comment from Council and the public on Social Goals <br /> and Principles . <br /> Mr . Schroeter replied to questions from Council concerning the validity of various <br /> Redwood City population growth studies prepared by Jenks and Adamson , the Associa - <br /> tion of Bay Area Governments and Mobil Oil . <br /> MOTION : Councilman Norris moved , seconded by Councilman Henderson , that in the <br /> opening paragraph of Social Goals and Principles , the population figures be <br /> amended to read as follows : "Plan for a population of 65 , 000 by 1980 , of 80 , 000 <br /> by 1990 , and of 90 , 000 by the year 2000 ; " <br /> The motion carried unanimously by voice vote , <br /> 1/28/74 <br /> Reg .
