_ _ _ _ _ _ _ _ ________ <br /> MOTION : Councilman Rhodes moved , seconded by Councilman Norris , to delete item <br /> No . 2 of Social Goals and Principles regarding the accommodation of a diversity of <br /> h ousing types and life styles in all neighborhoods . <br /> The motion failed on the following tie roll call vote : <br /> Ti <br /> Ayes : Councilmen Norris , Rhodes , Weymouth <br /> Noes : Councilmen Henderson , Leipzig and Mayor Keckley <br /> Discussion continued concerning the intent of item No . 5 of Social Goals and Prin- <br /> ciples regarding facilities for senior citizens . <br /> MOTION : Councilman Norris moved , seconded by Councilman Rhodes , to substitute <br /> " Encourage " for "provide " and delete the last seven words of item No . 5 of Social <br /> Goals and Principles , making the item read as follows : " Encourage facilities for <br /> senior citizens . ' <br /> The motion carried unanimously by voice vote . <br /> MOTION : Councilman Rhodes moved to add to item No . 6 of Social Goals and Princi - <br /> ples which states "Recognize that human rights and dignity , and natural ecology , <br /> are more improtant than property rights " the following : "however , property rights <br /> will always be carefully considered as well as the economic effect on the surround - <br /> ing properties of any action by this City government . " <br /> The motion failed for lack of a second . <br /> MOTION : Councilman Norris moved , seconded by Councilman Leipzig , to delete <br /> "natural " and substitute " as " for "more " and "as " for " than " in item No . 6 of <br /> Social Goals and Principles making the item read as follows : "Recognize that human <br /> rights and dignity , and ecology , are as important as property rights . " <br /> The motion carried by majority voice vote . <br /> City Manager Fales commented on the absence of any statement regarding responsibil- <br /> ities related to either human or property rights . <br /> MOTION : Councilman Weymouth moved , seconded by Councilman Henderson , to substitute <br /> " responsibility " for " consciousness " in item No . 7 of Social Goals and Principles <br /> making that item read as follows : " Stimulate greater pride and civic responsibility <br /> in the people themselves * " <br /> The motion carried unanimously by voice vote , <br /> MOTION : Councilman Leipzig moved , seconded by Councilman Norris , that a footnote <br /> addressed to the Planning Commission be added to the Social Goals and Principles <br /> section of the Land Use Element stating that the City Council recommends to the <br /> Planning Commission that at the time of reviewing the Land Use Element , the Planning <br /> Commission direct itself to social responsibilities . <br /> The motion carried by majority voice vote . <br /> Mayor Keckley then asked for Council and public comment on the Description of. Land <br /> Uses and Densities section of the Land Use Element . <br /> D iscussion followed and Mr . Schroeter replied to question concerning the logical <br /> order of presentation of sections of the Land Use Element , <br /> Mayor Keckley noted that it was the consensus of Council that the section on Stan- <br /> dards for Development should be placed between Goals and Principles and Description <br /> of Land Uses and Densities and so ordered . <br /> Fred Soderer , Chairman of the Planning Commission , complimented Council on the <br /> thorough consideration given to the Land Use Element of the General Plan, stating <br /> h is belief that the amendments are generally positive changes . <br /> MOTION : Councilman Norris moved , seconded by Councilman Weymouth , that the public <br /> hearing on the Land Use Element of the General Plan be closed . <br /> The motion carried unanimously by voice vote . <br /> The public hearing was closed at 10 : 14 p . m . <br /> Mayor Keckley ordered that copies of the Land Use Element and Housing Element be <br /> made available to citizens upon request and that copies of the Housing Element be <br /> made available at the public hearing on that subject on February 4 . <br /> 1/28/74 <br /> Reg .
