Appeal from denial of Planning Commission re variance ( 173 Wheeler Avenue , <br /> Harold W. Gantert <br /> Mayor Keckley asked City Attorney Schricker to read the letter from Bel Aire Engi - <br /> neering Inc . to the Planning Department , noting that Bel Aire is the firm the sub- <br /> ject appellant has retained to make the improvements required to meet Code require - <br /> ments . <br /> Mr . Schricker read the letter , observing that it is related more to enforcement <br /> then to withdrawing the appeal . Mr . Schricker suggested that rather than risk an <br /> error in interpretation , the Council could proceed to consider the appeal . <br /> Planning Director Schroeter described the background concerning the subject appeal . <br /> Mayor Keckley received no response to his invitation to the appellant or his repre - <br /> sentative to speak regarding the appeal . <br /> MOTION : Councilman Weymouth moved , seconded by Councilman Williams , to uphold the <br /> decision of the Planning Commission and deny the appeal regarding the variance at <br /> 173 Wheeler . (MINUTE ORDER NO . 74-22 ) <br /> The motion carried unanimously by voice vote . <br /> Traffic signals - Middlefield Road and Douglas Avenue <br /> City Manager Fales referred to his report of January 31 attaching report from the <br /> Director of Public Works regarding approval of plans and specifications and call <br /> for bids concerning installation of traffic signals , Middlefield Road and Douglas <br /> Avenue , <br /> MOTION : Title having been read , Councilman Henderson introduced the following <br /> resolution and moved , seconded by Councilman Williams , its adoption : <br /> Resolution No . 7114 Approving Plans and Specifications for Construction of <br /> Middlefield Road -Douglas Avenue Traffic Signals ; and Authorizing City Clerk <br /> to Call for Bids Therefor <br /> The resolution was adopted unanimously by roll call vote , <br /> San Mateo County Operational Area Civil Defense and Organizational Agreement <br /> City Manager Fales referred to his report of January 31 and to that of the City <br /> Attorney of January 21 regarding the subject agreement . Mr . Fales observed that <br /> adoption of the agreement had been delayed because it is not the policy of. the <br /> Council to accept honorariums such as that paid to representatives to the civil <br /> defense organization . Mr . Fales advised that the Council objection can be met by <br /> approving the agreement and contributing the amount of the City ' s honorarium as <br /> part of the City ' s participation and by directing the City ' s voting member , or his <br /> alternate , to return the amount of the honorarium to the City . <br /> MOTION : Title having been read , Councilman Rhodes introduced the following resolu- <br /> tion and moved , seconded by Councilman Henderson , its adoption with the understand - <br /> ing that the honorarium paid to the City ' s representative will be returned to the <br /> City . (MINUTE ORDER NO . 74-23 ) <br /> Resolution No . 7115 Approving Agreement Between City of Redwood City and <br /> County of San Mateo Providing for County-Wide Civil Defense and Disaster <br /> Coordination ; and Authorizing Execution Thereof. <br /> The resolution with the understanding regarding disposition of the honorarium was <br /> adopted unanimously by roll call vote . <br /> Acquisition of computer equipment through lease -purchase <br /> ( Councilman Norris arrived at 8 : 06 p . m . ) <br /> City Controller Ference described the anticipated use of the computer equipment <br /> which it is proposed be acquired and the desirability of acquiring it on a lease - <br /> purchase plan , <br /> Peter Sears , 150 Harrison , objected to the investment , suggesting the equipment will <br /> be used for a computer hook-up with the United States Department of Defense . <br /> City Manager Fales advised that no computer connection with the Department of <br /> Defense is anticipated , <br /> 2/4/74 <br /> Reg .
