Councilman Henderson advised that the <br /> 4 Council meeting of December 9, 1974 would be the last <br /> ; possible date for Council adoption of Charter Review „�„�, <br /> J Committee recommendations, if proposed Charter changes <br /> are to be presented to the voters at an election to be � <br /> consolidated with the School District election on <br /> a Tuesda,y, Ma,rch 4, 1975. No other election with which <br /> ; Charter Review Committee recommendations could be <br /> } consolidated is scheduled for 1.9?5. <br /> � <br /> , Councilman Henderson stated that consideration has been <br /> given to a proposed Charter change involving provision <br /> � for the direct election of the mayor. She observed that <br /> i if such a change were to be presented to the voters, it <br /> s would be well to do so in 1975 in order that it could <br /> ; become effective at the time of the next general munici- <br /> pal election in 1976, provided that the change is <br /> ' approved. <br /> � <br /> Councilman Henderson then presented the section of the <br /> a Committee report relating to the Candidate ' s Statement <br /> � of Qualifications and recommending that the City not <br /> contribute to fundin� any portion of the costs covering <br /> # such statements . <br /> � Discussion followed concerning the desirability of <br /> ? certain election law reforms and the field open to <br /> s <br /> cities with regard to legislation in that re�ard. �" <br /> � <br /> Councilman Henderson then presented the third section °� � <br /> � of the Committee report regarding retired employee <br /> , benefits and recommending support of SB 1804 increasing <br /> benef its to local agency retired membe rs with the <br /> benefits to be funded by the State. <br /> i <br /> � Councilman Henderson presented the fourth section of <br /> � the Committee report regarding employer-employee re- <br /> lations and recommending reaffirmation of support of <br /> sB 2133; opposition to AB 1112; reaffirmation of oppo- <br /> sition to AB 1800; and opposition to AB 36E6. <br /> � Councilman Henderson then presented the last section <br /> � of the Committee report regarding the federal Land and <br /> � Water Conservation Fund Act of 1gE5 and recommending <br /> � certain proposed amendments to the Act. <br /> � Discussion followed and City Manager Fales replied to <br /> � questions concerning details of the Committee recom- <br /> mendations with regard to support or opposition to the <br /> proposed State legisla,tion. <br /> � <br /> � MOTION : Councilman Henderson moved, seconded by �� <br /> � Councilman Norris, that Council accept Le�islative <br /> Committee Report No. 74-8 and all of the recommenda- �; <br /> tions contained therein; and that since this is the <br /> last week of the current session of the State Le�is- <br /> lature that the City Manager be asked to send telegrams <br /> to the appropriate members of the State Legislature in <br /> Sacramento expressing Council support of or opposition <br /> to certain bills in accordance with the Committee rec- <br /> ommendations. <br /> c <br /> l -2- <br /> � s%26�r+�' <br /> �. <br /> N. w.,.� �. <br />
