Councilman Henderson advised that the 4 Council meeting of December 9, 1974 would be the last ; possible date for Council adoption of Charter Review „�„�, J Committee recommendations, if proposed Charter changes are to be presented to the voters at an election to be � consolidated with the School District election on a Tuesda,y, Ma,rch 4, 1975. No other election with which ; Charter Review Committee recommendations could be } consolidated is scheduled for 1.9?5. � , Councilman Henderson stated that consideration has been given to a proposed Charter change involving provision � for the direct election of the mayor. She observed that i if such a change were to be presented to the voters, it s would be well to do so in 1975 in order that it could ; become effective at the time of the next general munici- pal election in 1976, provided that the change is ' approved. � Councilman Henderson then presented the section of the a Committee report relating to the Candidate ' s Statement � of Qualifications and recommending that the City not contribute to fundin� any portion of the costs covering # such statements . � Discussion followed concerning the desirability of ? certain election law reforms and the field open to s cities with regard to legislation in that re�ard. �" � Councilman Henderson then presented the third section °� � � of the Committee report regarding retired employee , benefits and recommending support of SB 1804 increasing benef its to local agency retired membe rs with the benefits to be funded by the State. i � Councilman Henderson presented the fourth section of � the Committee report regarding employer-employee re- lations and recommending reaffirmation of support of sB 2133; opposition to AB 1112; reaffirmation of oppo- sition to AB 1800; and opposition to AB 36E6. � Councilman Henderson then presented the last section � of the Committee report regarding the federal Land and � Water Conservation Fund Act of 1gE5 and recommending � certain proposed amendments to the Act. � Discussion followed and City Manager Fales replied to � questions concerning details of the Committee recom- mendations with regard to support or opposition to the proposed State legisla,tion. � � MOTION : Councilman Henderson moved, seconded by �� � Councilman Norris, that Council accept Le�islative Committee Report No. 74-8 and all of the recommenda- �; tions contained therein; and that since this is the last week of the current session of the State Le�is- lature that the City Manager be asked to send telegrams to the appropriate members of the State Legislature in Sacramento expressing Council support of or opposition to certain bills in accordance with the Committee rec- ommendations. c l -2- � s%26�r+�' �.
