,^_. _-- — __ . . � _T_..� _ _._ <br /> ------- _�-- __. _ <br /> , _ . _ _ <br /> � 31 <br /> In response to question concerning the status of the <br /> a.pplication for the permit to construct the water <br /> reservoir which must be obtained from the Army Corps <br /> of Engineers, Mr. Fales advised that the Corps has <br /> received letters from the Loma Prieta Chapter of the <br /> � Sierra Club and from the Bureau of Sport Fisheries and <br /> Wildlife, both using almost identical language in their <br /> ,� � objection to setting a precedent by permitting construc- <br /> tion of the water reservoir in the area and to the pro- <br /> posed location. Mr. Fales observed that the Corps <br /> prepared the public notice and is well aware that it <br /> specifically states that no precedent is being set, and <br /> that other sites were considered before the present one <br /> was selected . However, he stated, the City has been <br /> trying to obtain copies of the letters in order to make <br /> a formal reply and now that they have been received, a <br /> response has been hand-delivered to the Corps. <br /> Mr. Fales advised that the present Corps District Engineer <br /> retires effective August 30, leaving only the remainder of <br /> the week for a decision to be made by him. If a decision <br /> is not made this week, the City will be dealing with the <br /> new District Engineer in the future . Mr. Fales noted <br /> that no time limit is set for consideration of the permit <br /> applica,tion, and the possible decisions which could be <br /> made are : to grant the application as submitted; not to <br /> grant the application, but to schedule a public hearing <br /> where the District Engineer is the hearing officer; or <br /> to determine that a federal Environmental Impact State- <br /> ,,,,,,, ment is required in addition to the environmental impact <br /> report. <br /> '"�" Mr. Fales conti.nued, stating that the City can select a <br /> different water reservoir site in a somewhat less desir- <br /> able location outside the jurisdietion of the Corps, if <br /> construction on the present site presents major diffi- <br /> culties and delays . <br /> In response to question, Mr. Fales advised that the City <br /> has water capacity for the subject proposed development, <br /> but that if the permit to construct the water reservoir <br /> is not granted, it might be necessary to recommend re- <br /> imposition of the building moratorium. Mr. Fales indi- <br /> cated a remarkable amount of interest appears to be <br /> evident in Northern California regarding the affairs of <br /> a part of Redwood City. He observed that the location <br /> of the water tank in the area represents City response <br /> to its obligations with regard to providing water and <br /> fire protection and is unrelated to possible commercial/ <br /> industrial development later. He reminded Council that <br /> no such development has as yet been approved or con- <br /> sidered by Council. <br /> Mr. Fales noted that the Association of Bay Area Govern- <br /> �"'"" ments, however, will conduct a hearing on September 18 <br /> with regard to the proposed Redwood Shores 5hopping <br /> i��r Center in response to requests from San Carlos and <br /> Belmont. The ABAG Regional Planning Committee Hearing <br /> Board will determine if the proposed development is of <br /> regional significance and if it might conflict with the <br /> policies and objectives of the Regional Plan in order to <br /> determine whether a complete review of the project will <br /> be undertaken. , <br /> _2_ <br /> 8%28%7�. <br /> � <br />
