_ _ <br /> 92 <br /> Mr . Fales and Mr . Pusich advised that there need be no concern about the adequacy <br /> of the water supply to the area and that while it would be preferable for the City <br /> to supply directly the water needs of the entire City, at this time the best option <br /> available is to proceed with an extension of the agreement with the Belmont Water <br /> District . <br /> MOTION : Councilman Weymouth moved , seconded by Councilman Rhodes , to accept the <br /> City Manager ' s report and select the Basic Plan of an extension of the subject <br /> agreement for three years with a three-year renewal provision not to extend beyond <br /> 1980 . <br /> AMENDMENT : With the concurrence of the makers of the motion , the motion was amend- <br /> ed to include that staff be authorized to negotiate provisions regarding supple- <br /> mental water improvements at such time as policy decisions are made regarding the <br /> future land use and development direction within the area of G . Z . D . 1-64 . <br /> The motion as amended carried unanimously by voice vote . <br /> ( MINUTE ORDER &74-28 ) <br /> Agreement for Preparation of EIR on Projects in Redwood Shores ( Woodward-- Envicon ) <br /> City Manager Fales referred to his report of February 7 attaching report of <br /> February 5 of the Director of Planning regarding the subject agreement . <br /> Discussion followed concerning the provisions of the proposed subject agreement and <br /> the lack of obligation of the Council to do anything more than consider the environ- <br /> mental impact report when considering proposed development . <br /> In response to question , City Attorney Schricker advised that the confidentiality <br /> provisions of the agreement are a customary part of such agreements and usually <br /> refer to manufacturing trade secrets . <br /> Ron MacQuarrie , President of the Redwood Shores Homeowners Association , expressed <br /> the hope that any confidentiality required would not inhibit the ability of con- <br /> cerned citizens to comprehend the scope of a proposed project . <br /> Planning Director Schroeter stated that anything necessary to establish the degree <br /> of impact of a development upon the environment must be included in the report in <br /> any case . <br /> MOTION : Title having been read , Councilman Rhodes introduced the following resolu- <br /> tion and moved , seconded by Councilman Leipzig, its adoption : <br /> Resolution No . 7120 Approving and Authorizing Execution of Agreement for <br /> Personal Services for the Preparation of an Environmental Impact Report <br /> The resolution was adopted unanimously by roll call vote . <br /> Economic , Financial and Land Use Study for Port of Redwood City <br /> Vice Mayor Henderson welcomed the members of the Board of Port Commissioners and the <br /> Port Manager who were present . <br /> City Manager Fales referred to his report of February 7 , 1974 recommending authorizal- <br /> tion be granted for the City to participate in the subject study to be conducted by <br /> the Port up to a limit of $25 , 000 and that the necessary arrangements for such <br /> participation be made with the Port . <br /> Vice Mayor Henderson advised that Council members had just met with Congressman <br /> McCloskey who had stated that his committee appointments made it possible for him <br /> to offer to provide staff assistance with regard to the subject study . Vice Mayor <br /> Henderson asked if such assistance would be acceptable to Williams -Kuebelbeck and <br /> Associates , Inc . who will conduct the Study . <br /> James Kuebelbeck of Williams -Kuebelbeck and Associates , Inc . , 611 Veterans <br /> Boulevard , Redwood City, stated his organization would welcome assistance from the <br /> federal level . Mr , Kuebelbeck suggested that Congressman Ryan might also wish to <br /> offer assistance and called attention to State Senator Marks ' Deep Water Committee <br /> which might also be helpful in obtaining State assistance . <br /> In response to question , Mr . Kuebelbeck advised that his concept of the study is to <br /> consider how the City and the Port might proceed with regard to every agency in <br /> existence at the present time in relation to any situations likely to be encountered . <br /> Councilman Norris requested that a new paragraph D be included in the Study to read <br /> as follows : <br /> 2/11/74 <br /> Reg .
