302 MOTION: Councilman Leipzig moved, seconded by Council- man Rhodes, to deny approval of the application for a Planned Development Permit for the property at 1792 Valota Road. The motion carried on the following roll call vote : �1 Ayes : Leipzig, Norris, Rhodes � Noes : Barrett, Weymouth (MINUTE ORDER N0. 7�4-222� (The Council recessed from 9:06 to 9:15 p.m. � Report of Charter Review Committee : City Manager Fales called attention to the memorandum � of the City Attorney dated November 5, 19?� rega.rding the proposed Charter amendments as recommended by the Charter Review Committee. Robert Bur�, former Mayor of Redwood City and member of ' the CFiar—ter Review Committee, presented the Committee recommendations and described Committee considerations with regard to each recommendation. Mr. Bury sta,ted � that the goal of all of the recommendations is to make City business effective, efficient, up-to-date and con- sistent with current State and Federal law . , Ma.yor Weymouth thanked Mr. Bury and all of those who � � served on the Charter Review Committee for their many p hours of work and their diligence in getting the recom- , mendations to Council in order that they may be pre- �� ± sented to the electorate soon. � i In response to question, Councilman Norris was advised + that the suggestions with regard to election reform submitted to the Committee by member Ron MacQuarrie • were distributed, but were not formally considered by the Committee . It was observed that State laws already enacted cover some of the areas of expressed concern and that it was thought perhaps an ordinance rather than the City Charter might be a more appropriate vehicle for items relating to election reform.
