302 <br /> MOTION: Councilman Leipzig moved, seconded by Council- <br /> man Rhodes, to deny approval of the application for a <br /> Planned Development Permit for the property at 1792 <br /> Valota Road. <br /> The motion carried on the following roll call vote : �1 <br /> Ayes : Leipzig, Norris, Rhodes � <br /> Noes : Barrett, Weymouth <br /> (MINUTE ORDER N0. 7�4-222� <br /> (The Council recessed from 9:06 to 9:15 p.m. � <br /> Report of Charter Review Committee <br /> : City Manager Fales called attention to the memorandum <br /> � of the City Attorney dated November 5, 19?� rega.rding <br /> the proposed Charter amendments as recommended by the <br /> Charter Review Committee. <br /> Robert Bur�, former Mayor of Redwood City and member of <br /> ' the CFiar—ter Review Committee, presented the Committee <br /> recommendations and described Committee considerations <br /> with regard to each recommendation. Mr. Bury sta,ted <br /> � that the goal of all of the recommendations is to make <br /> City business effective, efficient, up-to-date and con- <br /> sistent with current State and Federal law . <br /> , Ma.yor Weymouth thanked Mr. Bury and all of those who � <br /> � served on the Charter Review Committee for their many <br /> p hours of work and their diligence in getting the recom- <br /> , <br /> mendations to Council in order that they may be pre- ��� <br /> ± sented to the electorate soon. <br /> � <br /> i In response to question, Councilman Norris was advised <br /> + that the suggestions with regard to election reform <br /> submitted to the Committee by member Ron MacQuarrie <br /> • were distributed, but were not formally considered by <br /> the Committee . It was observed that State laws already <br /> enacted cover some of the areas of expressed concern <br /> and that it was thought perhaps an ordinance rather <br /> than the City Charter might be a more appropriate <br /> vehicle for items relating to election reform.
