370
more business for the Port , and didn ' t require Port wharfing for large
freighters while being loaded here for cargo .
Port Manager enlarged on decline of business operations last few years at
the Port , partly due to loss of some leases and result of economy cutbacks
of industries , but felt operation now on an upswing .
Commissioner. Webber enumerated the capital improvements which were made
n ew storm drain system and water system for fire protection requirements
mainly . He advised of the diking proposed across the channel for which a
permit was being requested of BCDC . Councilman Henderson reminded of. dis-
agreement on this portion of property across the channel with maps indicat-
ing water instead of land use and how matter had been reconciled through
BCDC with new maps showing the land which wouldn ' t have been possible for
use if not rectified . She also questioned whether Commission had been
n otified of study required to be made by BCDC of all ports under their
jurisdiction with regard to potentials as well as possible uses , and hoped
Board would support concept of this type of study .
In reply to questioning of status of Ideal Cement Company ' s property , Port
Manager advised demolition of plant nearly complete , except for storage
silos , some buildings , and water front access improvements which were to be
left , but land being cleared and understand it is to he sold , that it was
also understood they were having many inquiries from all kinds of prospec -
tive developers . He noted that although this some 165 acres owned by Ideal
Cement Company was in unincorporated territory , it was a concern of their
Board that acquisition proposals be made since this property was needed
for any expansion of Port , and also of interest to City for development , as
evidenced by Waterfront Committee planning . He reported foreign car ship-
ments had gone to other ports which had land they required of some 15 - 25
acres for storage of cars after unloading , and all this type of inquiry had
been received by the Port first for this type of operation or similar cargo
shipment business and had been lost because of lack of storage land . He
advised of his contact with Ideal Cement Company representatives and Port
being on record as being interested in purchase of this land which he hoped
would not be lost to City for lack of financing .
Question raised as to whether County Harbor District could be of any kind
o f aid in financing for acquisition of land or improvements for City ' s
Port . Commissioner Webber stated this was a possibility and was being dis -
cussed but could report nothing further at this point as not far enough
along in discussion .
5/5/73
Adj .
