CI pI <br /> Possibilities for future development with another marina was discussed , <br /> since it was noted there was a two-year waiting period for berths at <br /> Municipal Marina, with connected navigable waterways from Redwood Shores , <br /> which might justify interest by the County Harbor District in manner of <br /> funding . Otherwise , various types of bond issues would need be explored . <br /> In discussing property across the channel , it was noted this would in - <br /> volve an access bridge both for railroad and vehicle traffic , which had <br /> been estimated some years ago at cost of some seven million dollars , and <br /> then some five million dollars estimated to put the land in shape for <br /> industrial development . <br /> City Manager in response to whole of discussion , stated he would hope the <br /> assumption correct the Board ' s planning all future possibilities would <br /> hinge on conclusions of Water Front Element study since many ways to gain <br /> ultimate goals , and should all be interfaced for whole of waterfront <br /> planning . Councilman Norris stated purpose of having scope of waterfront <br /> study broadened by other Board members and Commissioners such as Port , <br /> Park and Recreation , or other concerned , was need to give all considera- <br /> tions possible from as much input as possible . In response to concerns <br /> expressed for perhaps time limitations on acquisition of Ideal. Cement <br /> property , it was noted the legal procedures which would be necessary <br /> through LAFC , BCDC , etc . for any proposed development . Also noted was <br /> the fact that City services must be used , and that any future developer <br /> would be much more interested and land value increased , if land use <br /> established , traffic elements for access planned , municipal sanitary <br /> services available , etc . , all of which could be concluded by proper <br /> study and well balanced conclusions made , as now in process of being <br /> done . <br /> In response to questioning of channel dredging , Commissioner Webber <br /> advised of difficulties enco'. ntered at present because of legal suit <br /> by Sierra Club vs . Leslie . Although there had been an agreement with <br /> Leslie Properties to place some fill on their land across from Pete ' s <br /> Harbor and Whipple property bay land , all had been stopped, even to <br /> points raised now in suit to remove the dikes constructed in 1936 and <br /> flood all of the areas previously diked . He stated he understood that <br /> Mobil is now getting involved in this situation , and Port ' s study <br /> through Corps of Engineers that had been going on for several years had <br /> been shelved for present . Questions then raised concerning required <br /> maintenance of. Port channel for soil silt and report made as to present <br /> confusion on restrictions for placement of this spoil by Water Quality <br /> Control Board , which is not settled . City Manager stated this problem <br /> too was under study by Waterfront Committee to see what violations , if <br /> 5/5/73 <br /> Adj . Reg . Mtg . <br />
