3 ( 9
for Department of Public Works was recommended for award of contract , but
transfer of funds was necessary since only $4 , 500 was budgeted and the bid
was $ 5 , 239 . 50 .
Councilman Norris expressed concern that only one bid was received and
asked how many firms manufactured 1- ton dump trucks . Director of Puild-
ings and Transportation responded that there were at least five manu-
facturers that produced one - ton dump trucks , which is a standard item .
He indicated that possibly the reason only one bid was received was that
International was able to bid on a 1974 model , having been able to get a
commitment from the manufacturer . Apparently the other firms could not ,
and the 1973 models are out of production . City Manager added that bids
were invited from all of the known manufacturers , in addition to the pub -
lication of legal notice . In response to question by Council , Director of
Buildings and Transportation advised that 1974 models would be available
about the latter part of September , or later . Councilman Leipzig
suggested that by delaying award , it might be possible to receive addi-
tional bids . Director of Buildings and Transportation concurred , but
pointed out that the bid received was lower than the estimate , and less
than the amount budgeted , and felt that the bid was very favorable .
Councilman Weymouth noted that if the bid is delayed four months , there
was no assurance of receiving the same price again . Councilman Norris
advised that he could not support awarding the contract on a one bid basis .
Vice-Mayor Henderson noted that there had been only one bid on the air
compressors , also , and Director of Buildings and Transportation responded
that , as in the case of the trucks , there were other. manufacturers . How-
ever , those manufacturers who usually would have bid this size equipment
had gone to larger compressors only , and so were unable to compete . He
noted also that there had been no notice received of this size change .
City Manager added that the City did not need or wish to have anything
larger than the 150 CFM .
Councilman Williams moved to adopt RESOLUTION NO . 6903 TRANSFERRING THE SUM
OF 57210 FROM APPROPRIATION FOR PURCHASE OF SUPPLIES AND OTHER SERVICES TO
APPROPRIATION FOR CAPITAL EXPENDITURES , DEPARTMENT OF PUBLIC WORKS ,
SANITARY SEWERS PROGRAM , seconded by Councilman Weymouth .
City Attorney brought to the attention of Council that the funds related
to one truck , but that the bid submitted was a fleet bid exclusively ,
covering all four trucks .
Motion carried on roll call vote , Councilman Norris voting no , and Mayor
Keckley being noted absent .
5/7/73
Reg .
