32 r In response to question by Councilman Leipzig , City Manager advised that the motorcycle would not be strictly for use in Redwood Shores , and that was not the way it could be accepted . It would be for use generally by the City Police Department in off- road enforcement and not specifically for Redwood Shores , nor was it meant to be implied that City of Redwood City was responsible for policing private property . City Attorney noted that the matter was before Council as a communication , and as stated by Captain Bold , there had been some discussions and was still in the review stage . He felt it should continue in that status , without any implied acceptance by Council , and suggested that it could be referred to staff for further review , if desired . Vice -Mayor Henderson felt that it would be appropriate to do so , and that it would be un- fortunate to set a precedent to imply City is providing a special service to somebody on the basis of their ability to pay . City Attorney responded that this was the essence of City Manager ' s remarks , that there be no such implied acceptance of the specific terminology of the letter. itself . Councilman Weymouth moved to refer the communication from Mobil Oil Estates to staff for recommendation and report back to Council , seconded by Councilman Norris and carried . Councilman Norris moved to adjourn at 8 : 45 p . m . to Executive Session for discussion relating to potential litigation , seconded by Councilman Rhodes and carried .
