It would be for use generally by <br /> the City Police Department in off- road enforcement and not specifically <br /> for Redwood Shores , nor was it meant to be implied that City of Redwood <br /> City was responsible for policing private property . <br /> City Attorney noted that the matter was before Council as a communication , <br /> and as stated by Captain Bold , there had been some discussions and was <br /> still in the review stage . He felt it should continue in that status , <br /> without any implied acceptance by Council , and suggested that it could be <br /> referred to staff for further review , if desired . Vice -Mayor Henderson <br /> felt that it would be appropriate to do so , and that it would be un- <br /> fortunate to set a precedent to imply City is providing a special service <br /> to somebody on the basis of their ability to pay .
