400 <br /> Transportation : Municipal buses have traveled 163 , 000 miles this year , with <br /> vehicle maintenance costs averaging $1325 per month , Average monthly fuel <br /> consumption for the City is 18 , 300 gallons . Present contract with Union Oil <br /> would expire in August , at which time , according to newspaper accounts , a <br /> substantial price increase for gasoline can be expected . City had been <br /> informed by Union Oil that we will now be receiving an allotment of 85% of <br /> our average usage , as are all other governmental agencies in San Mateo <br /> County . Discussions are continuing with the distributor . <br /> Administrative : For the second year , Redwood City has joined with several <br /> other government agencies in San Mateo County for a joint auction of surplus <br /> items . The City received $7548 , less the auctioneer ' s commission of 10% . <br /> The appraised value of the equipment was $4672 . <br /> Chief Building Official Charles Gyselbrecht has been appointed to the State <br /> Advisory Committee on Energy and Noise Insulation Standard Development . <br /> Councilman Rhodes questioned as to whether Council would be presented with <br /> an Ordinance regarding enforcement of sprinklers for fire control and when . <br /> City Manager estimated it would be some time in June . <br /> Proposed agreement with Environmental Sciences Associates for Environmental <br /> Impact Report on Redwood Shores Shopping Center . ( Report was submitted to <br /> Council . ) It was established by City Manager and Planning Director that <br /> agreements of this type will be required for those reports prepared for <br /> which the fee is in excess of $2 , 000 . Also , the Guidelines for the prepara- <br /> tion of Environmental Impact Reports provide for the employment of consult- <br /> ing firms and that the full cost of these consulting services shall be borne <br /> by the developer/applicant ; the City simply selects the Administrator . The <br /> selection of Environmental Sciences Associates came from a City list of 35 <br /> firms of various locations , sizes , and specialties , however, personnel and <br /> expertise of this firm have background experience in the development of a <br /> shopping center . Care was given to eliminate from consideration all firms <br /> who have had connections in the past with General Improvement District , <br /> Leslie Properties , Inc . , and Mobil Oil Estates , either for specific projects <br /> or for having personnel with previous involvement with one or another of <br /> these . Concern was given to the extent possible , any allegations of <br /> partiality or conflict of interest on the part of the City in carrying out <br /> this study . In answer to question brought up , the stage to which the plan <br /> has now been developed includes the shape and location of the building on <br /> the land , the road circulation system to and around it , the arrangement- <br /> location to the extent of off- street parking facilities and the relation- <br /> ship of the proposed center to water supply and sewage disposal .
