407 ( e ) Councilman Norris moved to adopt ORDINANCE NOL 1564 APPROPRIATING $150 , 450 FROM UNAPPROPRIATED BALANCE OF SPECIAL GAS TAX STREET IMPROVE- MENT FUND TO PROVIDE FOR ACQUISITION OF REAL PROPERTY INTERESTS AND RE- LATED SERVICES FOR PROPOSED EXTENSION OF SPRING STREET, seconded by Councilman Leipzig , with Councilmen Weymouth and Williams abstaining . ( Ordinance was introduced at Council meeting of May 7th and affidavit of publication was on file . ) ( f ) ACCOUNTS PAYABLE , Nos . 96374 to 96551, inclusive , totaling $174, 024 . 92 . ( Council action would approve accounts for payment by City . ) ( g ) PAYMENT OF WARRANTS , May 28 - June 4, 1973 . To authorize usual and necessary payment of bills during this period . ( Report was submitted to Council . ) (MINUTE ORDER NO . 73-70 ) (h ) Approval of request by Councilman Henderson to attend the special meeting of the League of Cities Action Plan Group to be held on June 11-12 , 1973 , at Asilomar . ( MINUTE ORDER NO . 73-71 ) Councilman Rhodes congratulated Vice-Mayor Henderson for her presentation to the League of Cities in Sacramento . Councilman Norris moved to approve CONSENT CALENDAR ( a ) , ( b ) , ( c ) , ( d ) , ( f ) , ( g ) , and ( h ) , seconded by Councilman Leipzig and carried on roll call vote . COMMUNICATIONS : ( a ) Written - Copies were submitted to Council . 1 . Request of James E . Adams for appearance before Council in protest of use of "R-1 " zoned lot on Southwest corner of Jefferson Avenue and Lancaster as a commercial storage yard for City ' s contractor working on traffic installation . (Report was submitted to Council . ) Mayor Keckley invited Mr . Adams to come forward . Mr . James E . Adams , 3699 Brandy Rock Way , Redwood City, briefly went over his complaint . He felt that the Zoning Ordinance No . 1130, had not been correctly interpreted , and quoted a por- tion pertinent to the subject . He commented that if the City owned the property involved and if the City, itself , was using the "R- 1" lot for its temporary construction area, he would not object . However , since this was a private contractor on a City project , working for a profit he strongly disagreed with this type of practice and questioned, primarily, its legality . City Attorney responded that this project was a public work or improvement of the City, and Section 1 . 7 of the Zoning Ordinance No . 1130 , provides 5/21/73 Reg . Mtg .
