411
lighting , and storm drains . It was noted the one-foot non-access strips would
be removed only after the street was made public and improvements were carried
out .
Mayor Keckley invited further comment from the applicant .
Mr . William Tuck, 10 California Street , Redwood City ,
responded in place of Mr . Herbert Green , who represented
Fireside Thrift Company, owners of the property . He
advised Council that the Coca Cola Company was no longer
going through with the purchase of the property due to
the soils report . Mr . Tuck asked that Council approve
the zoning change even though Fireside Thrift didn ' t
have any buyers at the present , they would in the future .
After some discussion on whether or not to continue with the rezoning considera-
tion, under the circumstances the feeling was if the land was proper for an " IR"
zoning then it would be reasonable to continue on with the proceeding , that
this zoning would not be inconsistent with the pattern of the area . It was
noted the E . I . R . was broad enough to cover both the rezoning and architectural
aspects of the Zoning Ordinance . City Manager commented in response to question
that by virtue of previous and separate actions of the City Council it was
Staff ' s intent , unless Council changed the instructions , to pursue the installa-
tion of the required improvements by virtue of the old agreement . In answer to
concern whether the Soils Report would be made available to the City, it was
noted it would be available if a building permit was applied for , however , the
owners could not be compelled to give over the information . It was brought to
Council ' s attention that Coca Cola ' s intent was still to re- locate in the City
of Redwood City , that the combination of development cost and land acquisition
totaled more than Coca Cola had originally figured in their realm of develop-
ment cost . Discussion ensued regarding the one parcel being left " TP" ( Tidal
Plain ) and whether this would force rezoning this parcel . Council was made
aware that it would not be abnormal for the Planning Commission in a situation
like this , presuming this rezoning was approved , to at some point initiate an
action to clean up the zoning in the area as a whole , but that it was not in-
cumbent upon either the Commission or the Council to initiate that procedure
either now or at any other time . It was agreed that the City would not be
risking anything if this rezoning proceeded and that City would still have the
one-foot non-access strip around the periphery of the property .
There being no further oral discussion , Councilman Weymouth moved to close the
public hearing , seconded by Councilman Williams and carried .
Councilman Weymouth moved to introduce ORDINANCE ADDING SECTION 60 . 22 . 3 to
ORDINANCE NO . 1130 , THE REDWOOD CITY ZONING ORDINANCE , REZONING PROPERTY IN
THE VICINITY OF BAIR ISLAND ROAD, seconded by Councilman Leipzig .
6/4/73
Reg .
