412 <br /> Presentation , San Mateo County Transit Development Project - Draft Route Location <br /> Report . <br /> Mr . Roy Snyder , Project Coordinator , who spoke for Mr . <br /> Cantwell , Jr . , County Engineer and Project Director, <br /> briefly commented on the origin and background of the <br /> San Mateo County Transit Development Project . He noted <br /> this project was to do the preliminary planning of a <br /> BART type extension from the S . F . International Airport <br /> to the vicinity of Menlo Park . Mr . Snyder cited several <br /> basic alternatives studied for the County of San Mateo , <br /> as far as mass transit , such as more and "better free- <br /> ways " ; a second deck on the Bayshore , or a Bay Front <br /> Freeway ; upgrade Southern Pacific line ; or to build a <br /> BART type system . He mentioned the study effort had <br /> been underway since August 1 , 1972 . <br /> Mr . Snyder noted that San Mateo County wanted to know <br /> what the cost would be for a total system, not with <br /> the viewpoint of implementing such a system but what <br /> this type of system would be like if they were to enter <br /> into negotiations with the City and County of San Frans <br /> cisco and with BART . He commented that the Draft Report <br /> recommended some 17 . 4 miles of route alignment between <br /> the Airport through Millbrae , Burlingame , San Mateo <br /> down through Menlo Park and that eight stations had <br /> roughly been laid out , a possible yard and also three <br /> alternative terminal station locations . <br /> Mr . Snyder then introduced Bill Lathrop , Project Manager <br /> for the firm of Parsons Brinckerhoff-Tudor-Bechtel , Con- <br /> sultant for the BART Project , who reiterated Mr . Snyder ' s <br /> comments along with noting in greater detail the up-to-- <br /> date Draft Route Location Report that had been presented <br /> to the San Mateo County Transit Development Board for <br /> review and consideration of an aerial line through <br /> Redwood City and an aerial station just north of Jefferson, <br /> with the probability of a parking facility located toward <br /> the El Camino side . <br /> During the question and answer period, it was brought out that because of the <br /> investment of capital facilities of the magnitude of this project , it would <br /> have to be approved in some form by public vote by whatever the County policy <br /> would be . It was also noted that by late September-October of 1973 , the <br /> Consultants expect to be able to come up with a complete cost estimate from <br /> the engineering design standpoint , and including the right-of- way acquisition <br /> to get the system in operation . <br /> At this point , Mr . Cantwell advised that the firm of <br /> Williams -Kuebelbeck & Associates , Inc . , had been hired <br /> as financial consultants to present a proposed financial <br /> arrangement that would have to be made , after the Board <br /> had negotiated with the BART Board, to go along with the <br /> BART estimate which would bring the vote before the <br /> people sometime in the Spring of 1975 . He hoped that at <br /> this time the Metropolitan Transportation Commission <br /> would also have their study completed regarding the up- <br /> grading of Southern Pacific along with the extension of <br /> BART . Public hearings would be held when the study had <br /> been narrowed down to one route , and a definitive align- <br /> ment and costs and when the Board arrived at the method <br /> of acquiring this money needed to implement the plan . <br /> It was noted , taking into consideration that to complete <br /> the entire system and for it to be in operation, BART <br /> would be doing this in phases , it would probably be <br /> sometime in 1985-87 , at least , before completion, pro- <br /> viding funding was available * <br /> Mr . Cantwell expressed the San Mateo County Transit <br /> Development Board ' s wish to give each community every <br /> opportunity to be informed and make comment upon the <br /> currently recommended route locations and , thus aid the <br /> Board in its review process . <br /> Mayor Keckley thanked Mr .
