413 <br /> Legislative Committee Report 73-2 . Councilman Henderson , Chairman, reported the <br /> Committee had met on May 25 , 1973 , to review legislation of interest to the <br /> City . Committeets report dated May 30 , 1973 , ( for full text , see Clerk ' s file - <br /> Legislative Committee ) offered recommendations on the following : <br /> 1 . Federal Highway Trust Funds was defeated in the House of Representatives . <br /> This would have allowed cities to use their 700 Million Dollar a year <br /> share of the Federal Highway Trust Funds based on local priorities for <br /> highways or mass transit purposes . Committee recommended Congressman Ryan <br /> be advised of the need for less restrictive use of such funds to alleviate <br /> urban transportation ills . <br /> 2 . Municipal Transportation-Equal Treatment-A .B . 1488 . Assemblyman Arnett <br /> introduced this bill to provide equal treatment under the act for municipal <br /> transit systems , such as our own , in existence prior to the effective date <br /> of the act . This bill had been introduced at the request of Redwood City <br /> and Committee was urging the support of A .B . 1488 so that when Staff <br /> appeared before the Committee hearing the bill , they would have the Council ' s <br /> official endorsement . <br /> 3 . Reapportionment , which was approved by both Houses of the State Legislature , <br /> was noted to be of great importance to the local government and to the <br /> people of the Community, since it carves up the City into multi- districts . <br /> These bills would increase campaign expenditures in that campaign efforts <br /> would cross district lines . Councilman Henderson had obtained a very small <br /> and difficult-to- read map from a local newspaper since the Committee Report <br /> had been written which briefly showed what would happen to San Mateo County , <br /> which was explained in detail . Committee recommended support of S . C . A .#1 , <br /> which measure would provide for the reapportionment of senatorial , assembly, <br /> congressional , and State Board of Equalization districts by a Commission on <br /> Reapportionment , subject to specified conditions and Court approval . <br /> 4 . Campaign Expenditures , S . B . 234 , would provide for reimbursement of certain <br /> campaign expenses and would provide that no contributions to a candidate <br /> from a single source may exceed $100 . This bill was recognized as a major <br /> step toward elimination of effect of monied special interest lobbies in <br /> government . Committee recommended support of S .B . 234 and also S . B . 366 <br /> which would enact the California Campaign Disclosure Law and would provide <br /> for more comprehensive reporting and accounting by candidates of campaign <br /> contributions and expenditures , as well as regulate the activities of <br /> campaign committees . <br /> 5 . Open Meetings - State Legislature - Senate Concurrent Resolution No . 11 <br /> would require the State Legislature to adhere to open-meeting provisions <br /> similar to the "Brown Act" requirements which the State Legislature <br /> 6/4/73 <br /> Reg . Mtg . <br />
