Local Government Reorganization - S .B . 1035 would establish the California <br /> Local Government Reorganization Commission . Committee felt that this bill <br /> was premature in that it ignored efforts going on by the Council on Inter- <br /> governmental Relations and Governor ' s office to perform the same function . <br /> Committee recommended opposition to S . B . 1035 . <br /> 7 . Sphere of Influence Commission - S .B . 462 would provide for the creation of <br /> a Sphere of Influence Planning Commission for the purported purpose of <br /> reconciling conflicting city and county general plans as they apply to <br /> territory within a City ' s sphere of influence . This appeared to be a dupli- <br /> cation of other activity occurring and could discourage serious efforts by <br /> cities and counties to reconcile such inconsistencies . Committee recommended <br /> opposition to S . B . 462 . <br /> 8 . Subdivisions S . B . 977 . Committee felt that S .B . 1118 which failed last year , <br /> would have provided greater regulation and control of subdivisions in Cali- <br /> fornia cities and would have provided stronger enforcement provisions . <br /> California League of Cities was supporting S .B . 977 which would not contain <br /> some of the stronger regulatory provisions of last year ' s bill , however , the <br /> bill would revise and modernize the current Subdivision Map Act and would <br /> recodify it as a division of the State Planning Law . The Committee recommended <br /> support of S .B . 977 with the further recommendation that it be amended to in- <br /> clude the more comprehensive regulatory provisions included in the S . B . 1118 <br /> or that such provisions be enacted independently of S .B . 977 . <br /> S . B . . 158 would require regulations relating to soils and geological reports <br /> and Committee felt this bill was ill-conceived . It was a State-mandated <br /> program and would have no provision for appropriation or reimbursement . The <br /> effect of the bill was unclear and conflicted with other regulations that were <br /> already in the law . Committee recommended opposition to S .B . 158 . <br /> 9 . Auctioneers - A .B . 333 would establish a " State Auctioneers License Law" , and <br /> would preempt local regulatory ordinances , such as Redwood City ' s , which more <br /> closely and effectively protects the public . Committee felt that consumer <br /> protection would be lessened rather than enhanced . Committee recommended <br /> opposition to A .B . 333 . <br /> At this point , Councilman Henderson suggested that since there appeared to be <br /> concern on the part of Council regarding the City coverage that perhaps the <br /> City Attorney could brief the Council on the difference between what our own <br /> requirements are and A .
