415 <br /> 10 . Housing - Committee had reviewed a number of pending bills relating to the <br /> subject of housing, and in view of similar reviews and discussions that had <br /> been held by the Councilts Housing Concerns Committee , certain principles <br /> relating to pending legislation had been evolved . Specifically , it had <br /> become apparent that current legislative efforts do not come near to <br /> solving the fundamental housing problems in our cities and in the State . <br /> Such measures tend to treat , on a piecemeal basis , individual aspects of a <br /> highly complex situation . <br /> A .B . 2090 would grant to the governing body of a city authority to require <br /> by ordinance , as part of construction of residential dwelling units , in- <br /> clusion therein of low and moderate income housing . There would be no <br /> barrier to such purchasers from reselling at considerably higher prices <br /> thereby perpetuating the high cost of housing which City was now being <br /> confronted . Committee felt that current legislation of the type described <br /> was deceptive . <br /> Committee believed that bills such as S . B . 148 , which would enact a " Cali- <br /> fornia Housing and Community Development Agency Act 's and create a new <br /> agency, and A . B . 1152 which would create a State Housing Finance Agency, <br /> did not attack the source of the complex issues involved . Committee did <br /> not make any recommendations with respect to such bills . <br /> Committee did believe there were some bills that have been introduced <br /> which would appear to do no harm, and may promote some good as interim <br /> measures pending a more comprehensive solution . Committee recommended <br /> support on the following bills within this category : <br /> ( a ) A . B . 352 , which would require the Department of <br /> Housing and Community Development to establish <br /> and maintain a program of rehabilitation of <br /> existing housing . The bill was thought to be <br /> seriously under-appropriated , but would represent <br /> a starting point and a commitment to solve the <br /> problem of substandard and defective housing . <br /> (b ) S .B . 497 would provide for the allocation of funds <br /> to make grants to low income owner occupants for <br /> rehabilitation . <br /> ( c ) A . B . ?96 would require development of a housing <br /> information system to facilitate the assemblage <br /> of information necessary for both public and <br /> private entities to make decisions and take <br /> action toward meeting State-wide housing needs . <br /> Committee had indicated its opposition to the current fragmented approach to <br /> solving the complexities associated with providing safe , sanitary , and <br /> adequate housing at reasonable prices within the financial means of all <br /> segments of the population . Committee also believed that the problem was <br /> one which should be assumed by the entire economy, and should become the <br /> responsibility of the entire population . <br /> 6/4/73 <br /> Reg .
