416 <br /> Committee also felt that the means for isolating and defining the problems <br /> and establishing goals already existed , i . e . , the development of housing <br /> elements of general plans at the local level , however , the Committee thought <br /> the means for implementing such elements were lacking . <br /> Committee recommended that a letter be directed to the President Pro Tem of <br /> the Senate and to the Speaker of the Assembly , with copies to Senator Gregorio <br /> and Assemblyman Arnett recommending the establishment of a joint committee , <br /> commission , or council for the purpose of studying in detail the aforementioned <br /> housing problems . Such body would study in detail the housing problems in the <br /> State , drawing upon expertise in the various disciplines involved, and in- <br /> cluding most importantly full representation of local governmental entities . <br /> They further recommended that the City should offer its assistance and ad- <br /> vice with respect to the proposal should questions relating to this arise . <br /> Also recommended by the Committee was that a letter be directed to the Presi- <br /> dent and Executive Director of the League of California Cities indicating <br /> the recommendation of the Committee on this particular issue . The Committee <br /> had attended the League of California Cities Legislative Conference in Sacra- <br /> mento earlier this month and took that opportunity to convey City ' s position <br /> on a number of pending measures . The next Legislative meeting had been <br /> scheduled for June 19 , 1973 , in the offices of the City Attorney at 7 : 30 a .m . <br /> Councilman Weymouth moved to accept the report and recommendations and authorize <br /> implementation as to referrals to those so designated , seconded by Councilman <br /> Norris and carried . <br /> ( MINUTE ORDER #73-73 ) <br /> County participation in 1972-73 Street Resurfacing . Agreement between County and <br /> City will permit continuity in the City ' s Street Resurfacing Project , by ins <br /> eluding a portion of Jefferson Avenue which lies within unincorporated terri- <br /> tory between two sections within City Limits , and also would make provision <br /> for reimbursement of costs to City by the County . <br /> Councilman Norris moved to adopt RESOLUTION NO . 6921 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT WITH COUNTY OF SAN MATEO RELATING TO IMPROVEMENT OF <br /> PORTION OF JEFFERSON AVENUE , COUNTY HIGHWAY NO . 27-A , seconded by Councilman <br /> Williams and carried on roll call vote . <br /> Proposed analysis of Health and Dental Programs . It was proposed that the firm <br /> of Campbell and Jamison , Inc . , San Francisco , be retained to analyze the <br /> existing health and dental programs , draft specifications , as to the most <br /> economical and desirable programs . This was in accordance with the existing <br /> Memoranda of Understanding with the three employee organizations . <br /> 6/4/73 <br /> Reg . Mtg . <br />
