420 <br /> Minutes of Regular Meeting <br /> Redwood City Council <br /> June 11 , 1973 7 : 30 P .M . <br /> Veterans Memorial Building <br /> Pledge of Allegiance was led by Councilman Norris . <br /> Invocation was led by Rabbi Herbert D . Teitelbaum, Temple Beth Jacob . <br /> ON ROLL CALL the following were noted present : Councilmen Marguerite Leipzig , <br /> Robert E . Norris , William C . Rhodes , Ray A , Weymouth , James S . Williams , <br /> Mayor Paul C . Keckley, and City Clerk Marian McCrindle . Councilman Mary W . <br /> Henderson was noted absent . Also noted present were City Manager James M . <br /> Fales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M . <br /> Smith , Chief of Police John R . McDonald , Jr . , Director of Public Works Richard <br /> J . Pusich , Director of Parks and Recreation Max C . Weeks , Planning Director <br /> Ken Schroeter , and Stenographer Anna Hampton . <br /> Councilman Williams moved to approve , as submitted , Minutes of Regular Meeting of <br /> June 4 , 1973 , seconded by Councilman Rhodes and carried . <br /> COMMUNITY PROGRESS REPORT . City Manager provided a verbal summary of his written <br /> report which had previously been submitted to Council . COMMUNITY DEVELOPMENT : <br /> Downtown - City staff had presented to the Downtown Action Committee a con- <br /> cept of the future downtown - - Rustic-Historic ( description in terms of design ) , <br /> i . e . , brick, tile and timber , as opposed to glass , aluminum and steel . The <br /> basic intent of this theme would be to capture what remained of , and recreate , <br /> the flavor of Redwood City ' s rich heritage , particularly insofar as it dealt <br /> with the waterfront . Meetings with various groups throughout the City were <br /> being planned by staff , in order to explain and obtain reactions to the Rustic - <br /> Historic idea , which would be used to refine the concept . Emerald Lakes/Red- <br /> wood City Hillside General Plan Study - As a result of the Steering Committee ' s <br /> Chairman, Councilman Rhodes ' continued efforts , the County Board of Supervisors <br /> has released the funds necessary for publication of the recommendations of the <br /> Committee for the General Plan . City Council had already authorized the <br /> necessary expenditure of funds for publication . This publication would be in <br /> the form of a newspaper supplement which would come out in advance of the <br /> public hearings by the City and County Planning Commission . In addition , <br /> whether or not residents of the City were subscribers to the paper , arrange- <br /> ments would be made to deliver the supplement in as thorough a manner as <br /> possible to each household in the area involved . Transportation Planning - <br /> Wilbur Smith Associates has completed a Transportation Plan Study Design for <br /> Redwood City ' s continuing transportation planning . The Study Design antici- <br /> pated three phases , including ( a ) basic circulation element of the General <br /> Plan , (b ) land use and transportation model , and ( c ) on-going evaluation and <br /> updating procedures . The staff is currently negotiating an agreement with a <br /> consulting firm to carry out the first of these phases . Preparation of the <br /> Basic Circulation Element of the General Plan would require six to nine <br /> 6/11/73 <br /> Reg . Mtg . <br />
