Stulsaft Park <br /> Design - The contract with Osmundson & Associates , consultant for the master <br /> plan design for Stulsaft Park, had been completed and signed . Preliminary <br /> survey information had been supplied to the consultant and work was now under- <br /> way with preliminary design . The schedules indicated that the preliminary <br /> site plan should be ready for review by the Park and Recreation Commission <br /> the first part of August . It had been proposed to call for neighborhood <br /> meetings for citizen input in this preliminary stage . <br /> In the ensuing discussion regarding the gasoline price increase , the Manager <br /> noted that it was not only the increase in price and non-firm quotes , but the <br /> availability of being supplied with gasoline at whatever the price . <br /> It was also noted , with respect to abandoned automobiles , that due to recent <br /> legislation Cities would be able to now instigate rules and regulations with <br /> respect to automobiles abandoned on private property . Automobiles in this <br /> classification under previous laws could only be towed, or hauled away if left <br /> on public property . The City is now putting together a comprehensible program <br /> to be able to alleviate this problem . <br /> In answer to Mayor Keckley' s question regarding the Transportation Plan Study <br /> Design and the circulation element , the Manager related briefly that the trans - <br /> portation model and on-going evaluation would be in phases . The model was <br /> noted as being a computer model which would relate land use transportation <br /> needs . This would allow the City to automatically update their traffic and <br /> circulation plans over a year or two or whenever the City felt the need for <br /> the information . <br /> Mention was made that until the sewer and water system at Redwood Shores had <br /> been " looked into" , there would not be any more building permits issued . <br /> PUBLIC HEARING, proposed plans for widening, channelization and traffic signal <br /> modifications project at Whipple Avenue-Veterans Boulevard , and Whipple- <br /> Industrial Way ; also , widening and traffic signal installation project at <br /> Winslow Street-Brewster Avenue , and Brewster Avenue -Arguello Street , in the <br /> City of Redwood City ( TOPICS PROJECT - Phase II ) , was declared opened and <br /> affidavit of publications ordered filed .
