4 9 3 <br /> The Director of Public Works commented that the Phase I project was the Farm <br /> Hill signals that were being installed at this time , and Phase II encompassed <br /> improvements at four intersections which had been grouped into two parts be- <br /> cause of their close proximity, character of traffic and turning movement <br /> patterns . Part I involved the two intersections of Whipple Avenue- Industrial <br /> Way and Whipple Avenue-Veterans Boulevard . Part II involved the remaining <br /> two intersections of Brewster Avenue-Winslow Street and Brewster Avenue- <br /> Arguello Street . He noted that the purpose of this project was to change the <br /> environment from that resulting in accidents , congestion and delay to an en- <br /> vironment permitting safe and smooth travel for motorist numbering in the <br /> thousands . He then proceeded to specify his points by using the maps dis - <br /> played on the wall . He pointed out Part I of the Phase II project as being <br /> the proposed improvements at the intersection of Whipple Avenue- Industrial <br /> Way modification to the existing signal system and reconstruction of the <br /> northerly curb return . He noted the improvements at the intersection of <br /> Whipple Avenue-Veterans Boulevard included street widening, signal system <br /> modifications and construction of raised landscaped medians which would pro- <br /> vide channelization for Veterans Boulevard from the Bayshore Freeway ( High- <br /> way 101 ) off-ramp southerly to Convention Way . <br /> At this point Council was assured by both City Manager and the Director of <br /> Public Works , in regard to the State property involved in this intersection , <br /> that City had taken the position that before the City would accept title to <br /> that property for maintenance purposes would like to see that area left in <br /> an excellent , landscaped , beautified condition , wherein City would take <br /> over the maintenance perpetually and accept that responsibility . Manager <br /> noted also , that at the same time City did not intend to allow that particu- <br /> lar property involved with the State to go un- landscaped for very long in <br /> the future . <br /> With respect to Part II of the TOPICS Project - Phase II , the Director of <br /> Public Works briefly outlined the report , stating that installation of <br /> traffic signals at two intersections of Brewster Avenue ; Winslow Street- <br /> Brewster Avenue and Arguello Street-Brewster Avenue , would include signal <br /> controllers , standards , signal and pedestrian heads , vehicular detector <br /> loops , conduit , pull boxes , wiring and safety lighting . He also mentioned <br /> that it was proposed to widen Winslow Street to four travel lanes and two <br /> parking lanes from Hopkins Avenue to Fuller Street . He noted that this <br /> was the area in which the County had a lot of interest and had agreed to <br /> put in $89, 800 of their TOPICS money . He brought to the Council ' s atten- <br /> tion that all the curb returns on this project would be built in accordance <br /> with the new state law with the ramps for the physically handicapped . <br /> 6/11/73 <br /> Reg .
