4 9 3 The Director of Public Works commented that the Phase I project was the Farm Hill signals that were being installed at this time , and Phase II encompassed improvements at four intersections which had been grouped into two parts be- cause of their close proximity, character of traffic and turning movement patterns . Part I involved the two intersections of Whipple Avenue- Industrial Way and Whipple Avenue-Veterans Boulevard . Part II involved the remaining two intersections of Brewster Avenue-Winslow Street and Brewster Avenue- Arguello Street . He noted that the purpose of this project was to change the environment from that resulting in accidents , congestion and delay to an en- vironment permitting safe and smooth travel for motorist numbering in the thousands . He then proceeded to specify his points by using the maps dis - played on the wall . He pointed out Part I of the Phase II project as being the proposed improvements at the intersection of Whipple Avenue- Industrial Way modification to the existing signal system and reconstruction of the northerly curb return . He noted the improvements at the intersection of Whipple Avenue-Veterans Boulevard included street widening, signal system modifications and construction of raised landscaped medians which would pro- vide channelization for Veterans Boulevard from the Bayshore Freeway ( High- way 101 ) off-ramp southerly to Convention Way . At this point Council was assured by both City Manager and the Director of Public Works , in regard to the State property involved in this intersection , that City had taken the position that before the City would accept title to that property for maintenance purposes would like to see that area left in an excellent , landscaped , beautified condition , wherein City would take over the maintenance perpetually and accept that responsibility . Manager noted also , that at the same time City did not intend to allow that particu- lar property involved with the State to go un- landscaped for very long in the future . With respect to Part II of the TOPICS Project - Phase II , the Director of Public Works briefly outlined the report , stating that installation of traffic signals at two intersections of Brewster Avenue ; Winslow Street- Brewster Avenue and Arguello Street-Brewster Avenue , would include signal controllers , standards , signal and pedestrian heads , vehicular detector loops , conduit , pull boxes , wiring and safety lighting . He also mentioned that it was proposed to widen Winslow Street to four travel lanes and two parking lanes from Hopkins Avenue to Fuller Street . He noted that this was the area in which the County had a lot of interest and had agreed to put in $89, 800 of their TOPICS money . He brought to the Council ' s atten- tion that all the curb returns on this project would be built in accordance with the new state law with the ramps for the physically handicapped . 6/11/73 Reg .
