Murphy, Tony M . <br /> Gonzales and Secretary Patricia West . <br /> Mayor Keckley stated that this was to be , hopefully , the first of many <br /> joint meetings with the Planning Commission, on a continuing on-going basis , <br /> for an informal discussion of problems and possibly policy decisions , and <br /> with the thought in mind as to what direction the City of Redwood City <br /> was going , and to strengthen the ties between the Planning Commission and <br /> the City Council , <br /> Mayor Keckley then suggested the Director of Public Works summarize report <br /> submitted by him on Sewage Treatment Facilities and Remaining Capacities , <br /> with the Planning Director to follow with his Development Priorities in <br /> Redwood City , and the Manager ' s concluding remarks would follow , ending <br /> with a question and discussion period . ( For full text SEE - City Clerk ' s <br /> file - General Plan ) . <br /> The Director of Public Works reviewed the map that had been submitted which <br /> gave some perspective as to the comparison of the County areas that are <br /> served by the sewer facilities of the City versus the City limits sewer <br /> services . The largest District being the Fair Oaks with two or three <br /> smaller districts also involved . He noted that the ensuing discussion would <br /> be specifically about the remaining capacity of the sewage treatment plant . <br /> He reminded that the waste discharge to the Bay was controlled by the California <br /> Regional Water Quality Control Board which did not have a fixed set of <br /> controls at this time , limit restrictions did change and would be changed <br /> periodically , as they dealt with the problems of the Bay that would require <br /> special attention . He also reminded that in 1967 the SCSP ( Strategic Con- <br /> solidation Sewerage Plan ) was formed to study the joint usage of a sub- <br /> regional type plant facility and discharge to the Bay as it appeared to be <br /> better to have two or three dischargers to the Bay as there would be a <br /> greater dilution factor than would be available to the cities having their <br /> individual shoreline discharges . The SCSP, therefore , was made up of <br /> Redwood City, San Carlos and Belmont , as a middle mid-Bay discharge facility <br /> and the deepwater outfall was built . He mentioned that this could possibly <br /> be called Phase I of the sewage treatment facilities which was to be <br /> followed by a sewage treatment plant proposed at the east end of Redwood <br /> Peninsula . He called attention at this point that Federal and State <br /> agencies funding for these facilities ( 87% ) which had been expected had <br /> come to a stop ; that this had brought about the present physical limitation <br /> to our present sewage treatment problem . He also noted that the remaining <br /> capacity was not totally ours since City was obligated by contract agreement <br /> 6/19/73 <br /> Adjd . Mtg . <br />
