R 4' A <br /> 4 <br /> In concluding the Director of Public Works stated he felt the City had a <br /> choice of a couple of substitutes available to them . One would be to consider <br /> quantitative and qualitative control of the allocation of the remaining <br /> capacity . He said this would be done on new hookups and by taking existing <br /> users and requiring them to increase their efficiency so that there would be <br /> a lesser discharge at the plant on the present set-up . This would be done <br /> by working with the heavy industrial users cooperatively , and making minor <br /> changes and minor improvements in their plant efficiencies which would allow <br /> them to be able to actually discharge lower quantities of water and pollutants <br /> into the sewage treatment plant which would make extra room for new hookups . <br /> He again mentioned the interim improvements to the existing facility or <br /> finally to determine alternate methods of financing the SCSP plant without <br /> Federal Aid . He noted that there would be many questions left unanswered , <br /> but in his preliminary report it had been hard to be too specific . He men- <br /> tioned that the discussions would bring out more questions , and he would be <br /> able to give greater detail . <br /> Referral was made to pages 13 and 14 of the report with regard to example <br /> dischargers and the variable flows of the industrial users . City Council <br /> and Planning Commission were made aware that preparation of an industrial <br /> waste multi- discharge ordinance on a multi-jurisdictional basis was in its <br /> final stages of drafting which would be presented to the joint cities , <br /> Redwood City , San Carlos and Belmont City Councils , as well as perhaps other <br /> jurisdictions in the County, which would help provide some standards that <br /> would address themselves to the quality of effluent coming from industrial <br /> corporations , in terms of assisting , basically, the treatment facilities <br /> that we had and plan to have in terms of treating that particular waste , <br /> which would involve any number of problem solving devices based upon regu - <br /> lations in that ordinance . <br /> In clarifying capacity flow in relation to population equivalents , the <br /> Director further noted that a plant usually would be designed for a 20-year <br /> life , yet would find it " at capacity " in ten years . Frequently this had been <br /> caused by g rowth rates greater than anticipated or the connection of high h <br /> rate commercial and industrial users that used the capacity sooner than the <br /> projected date . Now a plant would serve a population equivalent without <br /> typing a date on the plant . The point was made that a plant would become <br /> deficient not only because it would not be able to handle the volume capacity - <br /> but it would also be unable to remove the biochemical oxygen demand ( BOD ) or <br /> suspended solids in discharge flow ( SS ) loadings or a toxic material , or. one <br /> 6/19/73 <br /> Adjd .
