41- VI <br /> of many other elements that would not be quantitative but qualitative <br /> ( aesthetics , color , etc . ) . It was also noted that it was very hard to <br /> generalize or categorize various commercial or industrial users , but once <br /> they had been proposed their demand to population equivalents would be <br /> equated so that it would be evaluated as to the effect on the Sewage Treat - <br /> ment Plant capacity . By establishing a population equivalent it would be <br /> easier for everyone to understand and relate to ; other elements for a <br /> specific user would have to be an additional consideration , It was brought <br /> out that an industrial sewer rate should be proposed that would be more <br /> closely related to the total characteristics of an industrial discharge , <br /> and not just the volume of wastes , This would become more and more important <br /> as the cities joined to form the regional plant system , as it would be <br /> possible for one city to develop in an unbalanced way and become a greater <br /> burden on the treatment facilities without paying their proportionate share . <br /> This same principle would apply between different types of industry , <br /> In response to concern regarding the actual discharge from Belmont and <br /> San Carlos in relation to Redwood City ' s discharge , Council was assured <br /> that this area of interest was definitely a community interest and was <br /> not being overlooked and would certainly be a part of policy making . <br /> Also , that this would be one of the basic touch points for the Council <br /> and Planning Commission ' s future discussions . <br /> In answer to question , the Director of Public Works briefly described <br /> what was meant by " dry weather flow " and that this would be during the <br /> months of April through October . <br /> Further comments on the general philosophy of an industrial waste disposal <br /> ordinance brought out that this would be one way to alleviate the extra <br /> discharge contributed by the industrial companies , By treating the dis - <br /> posal discharge on site , which would be peculiar to that industry , it would <br /> shift more of the responsibility to the beginning point of the discharge , <br /> rather than at the end point . <br /> It was noted that there are basically three types of sewage arrangements , <br /> through the cities primarily , special sanitation districts that operated <br /> as a separate single function , subject only to user charges and the property <br /> tar rate with no other source or revenue , and joint powers agencies which <br /> are made up of combinations of districts , cities or both . <br /> Mention was made with respect to treatment , that quality was more pre - <br /> dictable and more important and wou]i have an immediate impact upon a <br /> community than any other measure . <br /> The feeling was expressed that the Federal Grant and State Agencies funding <br /> would not be in the foreseeable future , if at all . <br /> 6/19/73 <br /> Adjd .
