_ 413 <br /> Mayor Keckley suggested Mr . Ken Schroeter , Planning Director , give his report <br /> ( for full text SEE City Clerk ' s file - General Plan) on Development Priorities <br /> in Redwood City for the Next Few Years . Planning Director felt that perhaps <br /> if Council and Planning Commission would discuss their points of interest and <br /> concern he would be able to reply and alleviate some of their concern , and <br /> review the report at the same time . He commented on the state of the City and <br /> felt that the City should look to see where we were and how we got here and <br /> whether we would want to continue to go in that same direction . He felt that <br /> the City Council and Planning Commission shouldn ' t be looking for "pat " <br /> answers at the joint meeting , but rather to look at the discussion as a small <br /> part of the overall venture . <br /> City Manager commented on the philosophical foundations upon which staff thought <br /> about in terms of what public policy would be based upon , of which , hopefully , <br /> the two reports being presented would be classified . He noted the public policy <br /> that would have to be considered would have to go beyond the economic hard <br /> facts and go to value judgements that would have to be made in a much broader <br /> community sense than just Redwood City ; that consideration would have to be <br /> given to other municipal jurisdictions . He referred to the Planning Director ' s <br /> report with reference to page 6 on Interdepartme nt Use Preference Survey . <br /> The Planning Department had enlisted the cooperation of five departments in <br /> the City government - - City Manager , Fire , Parks and Recreation , Police and <br /> Public Works - - and had arrived at "preferences " for one kind of development <br /> over another . This background information and analysis would serve as a <br /> reasonable starting point for the consideration by the City Council and <br /> Planning Commission for a priority approach to further City development - - <br /> as opposed to " first come , first served " . <br /> After much discussion it was brought out that there was no set answer to any <br /> one or more types of land usages , however , that the situation demands very <br /> close monitoring during the coming years in an atmosphere of increasing under- <br /> standing regarding the favorable and unfavorable dynamics of urban development . <br /> It was noted that City could draw the graph of the future which wouldn ' t be <br /> a prediction but rather the program and exert their effort towards this goal , <br /> such as the General Plan could do . <br /> Mayor Keckley ordered a 5 -minute recess at 9 : 00 p . m . <br /> Concern for the social aspects of planning was discussed and Council and Planning <br /> Commission were assured that this phase of planning certainly would not be <br /> overlooked by staff in their compilation of information to be presented to them <br /> in future joint meetings . <br /> 6/19/73 <br /> Adjd .
