444 Referral was made to the Planning Director ' s report , page 6 , regarding the "Use Preference Survey " and the listing of Arrangement A , B , and C , highlighting the survey made of City department heads on what type of development they regarded as most economically desirable for the City , in terms of the least amount of extra expenditure , new facilities , equipment and/or personnel . The meeting was summed up with the thought that if City Council and Planning Commission would become stimulated over the presentations made at their joint meetings regarding the public policy and the City ' s problems , with reference to the decisions that would have to be made , then the meetings would be headed toward the right direction and purpose . Discussion was held as to the further need of joint meetings and as to the desirability of more frequent meetings or quarterly meetings . It was decided the next joint meeting would be July 17 , 1973 , at 7 : 00 p . m . at the Community Activities Building , 1400 Roosevelt , with two items on the agenda , 1 ) results of the SCSP meeting that was being set up , and 2 ) discussions in detail on the dilemma being experienced in terms of leading to some specific decisions on what City should do between now and the time a decision on the Emerald Hills Land Use was made . Councilman Williams moved to cancel the Regular Council Meeting of July 2nd , 1973 , and adjournment , seconded by Councilman Henderson and carried .
