Munier , Mount Carmel Catholic Church . <br /> ON ROLL CALL, the following were noted present : Councilmen Mary W . Henderson , <br /> Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth , <br /> James S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCrindle . <br /> Also noted present were City Manager James M . Fales , Jr . , City Attorney <br /> David E . Schricker , Assistant City Manager James M . Smith , Acting Chief of <br /> Police George Bold , Fire Chief John Keller , Chief Building Official Charles <br /> Gyselbrecht , Director of Public Works Richard J . Pusich , Director of Parks <br /> and Recreation Max C . Weeks , and Deputy City Clerk Frances I . Reggetts . <br /> Councilman Norris moved to approve , as submitted , Minutes of Regular Meeting of <br /> June 25 , 1973 and Minutes of Executive Session of June 25 , 1973 , seconded by <br /> Councilman Rhodes and carried . <br /> COMMUNITY PROGRESS REPORT . City Manager briefly summarized his written report <br /> previously submitted to Council . Community Development . City Staff is <br /> continuing to present the rustic -historic concept for Downtown to various <br /> groups , including Downtown Action Committee , Downtown Lions Club , Downtown <br /> Association Board , Chamber of Commerce Government Affairs Committee , Down- <br /> town Merchants Association , Chamber of Commerce Industrial Committee , City ' s <br /> Middle Management employees . Other presentations are to be made in the <br /> near future to Architectural Committee , Cultural Commission and Park and <br /> Recreation Commission . Public Works . Doble report on channelization and <br /> traffic signal modifications for El Camino Real has been distributed to all <br /> interested parties . City cannot proceed until comments are received from <br /> the State . Lighting project at the Marina is stalled due to delay in delivery <br /> of custom designed fixtures and poles , and an additional twoeweek delay is <br /> anticipated . Section of Peninsula Parkway landscaping project is expected to <br /> be completed within two weeks . Fair Oaks Neighborhood Center . Construc - <br /> tion proceeding on schedule , with completion anticipated about October 30 . <br /> City Staff , the contractor , members of the Minority Caucus , and represen- <br /> tatives from H . U . D . and Office of Federal Contract Compliance , met to dis - <br /> cuss the status of the Affirmative Action program . Minority hiring is <br /> proceeding according to plan , with the exception that Guinn Masonary had <br /> completed subcontract without meeting minority employment quotas . Minority <br /> Caucus had asked for compliance review by the OFCC , which would place a <br /> greater burden on Stevenson-Pacific and may delay completion . Administrative . <br /> As a result of the Department Heads retreat at Asilomar , monthly seminars <br /> had been initiated , for the purpose of improving inter-departmental communi - <br /> cations and develop the team concept of problem solving and management . <br /> 7/9/73 <br /> Reg .
