457 7 <br /> reports of City Manager , Fire Chief and Chief Building Official were submitted <br /> to Council previously . ) <br /> In response to question by Councilman Norris , Fire Chief was requested by City <br /> Manager to provide a few examples of buildings having sprinklers installed as <br /> opposed to those that did not . Fire Chief Keller provided a narrative as a <br /> slide presentation was made depicting several actual high-rise fire situations , <br /> in which lives were lost . He described the difficulties , delays and hazard to <br /> personnel in fighting these types of fires , which he stated was dangerous and <br /> inefficient . He also displayed slide photographs of local fires in single <br /> story buildings , demonstrating the results of lack of sprinklers as was the <br /> case as the recent Lincoln School fire , and also the results when sprinklers <br /> are installed , so as to suppress the fire at its source and minimize damage . <br /> In response to question by Councilman Norris , City Manager indicated that <br /> although there had not been a survey of every building in the City with <br /> respect to sprinkler installations , the presentation by the Fire Chief did <br /> include some of the more prominent structures in the City , some having <br /> sprinkler systems and some not . The United California Bank and Casa de <br /> Redwood were among those not having the systems . The latter , a residence <br /> for senior citizens , hopefully would have them installed shortly . He noted <br /> a number of categories for facilities , particularly the aged , where sprinkler <br /> systems are required under State law . During additional discussion , Chief <br /> Building Official responded to reference by Council to comments in the <br /> minutes of the Board of Building Review meeting of June 27 , 1973 . He <br /> referred to his resume of the conclusions of the Board , who felt that the <br /> ordinance should be placed in the Building Code . He believed that the <br /> ultimate effect of placing the ordinance in one code or the other was not too <br /> significant . He noted , however , that if placed in the Building Code , they <br /> could utilize those provisions to advise designers of those unique provisions <br /> that apply to sprinkler systems , and therefore the ordinance would be more <br /> compatible under the Building Code . <br /> City Attorney indicated that he was prepared with an ordinance for either <br /> amending the Municipal Building Code or the Municipal Fire Code , as Council <br /> preferred . <br /> Councilman Williams expressed concern that after adoption of the Uniform <br /> Building Code "without amendment " , that this ordinance might open the door <br /> to continual amending . He indicated he would favor having it adopted into <br /> the Municipal Fire Code . <br /> Mr . Carsten Johansen , 8O Stonestown , San Francisco , <br /> Building Industry Association ( San Francisco -Peninsula- <br /> Redwood Empire ) , indicated it was not their intent to <br /> refute the contention that sprinkler systems aid in <br /> preventing fire , but rather to support uniformity of <br /> the Building Code .
