<br /> Robert E . Norris , William C . Rhodes , Ray A . Weymouth , Mayor Paul C . Keckley ,
<br /> and City Clerk Marian McCrindle , Councilmen Mary Trr. Henderson and James S .
<br /> Williams were noted absent . Also noted present were City Manager James M .
<br /> Fales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M .
<br /> Smith , Acting Chief of Police George Gold , Fire Chief John Keller , City
<br /> Controller Jack Ference , City Treasurer-Collector Harriet Drivon, Planning
<br /> Director Ken Schroeter , Director of Public Works Richard J . Pusich , Director
<br /> of Parks and Recreation Max C . Weeks , Director of Building Maintenance and
<br /> Transportation Melvin I . Moen, Fire Marshal George Asvos , and Deputy City Clerk

<br /> Councilman Rhodes moved to approve , as submitted , Minutes of Meeting of Council as
<br /> Board of Equalization, GID 1 -64 , July 16 , 1973 ; Minutes of Regular Meeting of
<br /> July 16, 1973 , and Minutes of Adjourned Regular Meeting (Joint Council/Planning
<br /> Commission) of July 17 , 1973 , seconded by Councilman Norris , subject to correc -
<br /> tion of a typographical error in the heading of Minutes of Adjourned Regular
<br /> Meeting of July 17 , 1973 , and carried .
<br /> Upon invitation of Mayor Keckley , Fire Chief Keller announced that the California
<br /> State Fireman ' s Association had selected Mr . William J . Elms , Jr . , 333 Edgewood
<br /> Road , to receive their "Valor Award " , for his rescue of William Werder , a
<br /> neighbor , during a fire , at great risk to his own life . President of the
<br /> Association , Mr . Ted Portello , was in attendance to make the presentation , and
<br /> expressed his appreciation for the opportunity . He described in some detail the
<br /> events and courageous actions of Mr . Elms to merit this commendation, after
<br /> which he called Mr . Elms forward to receive the plaque . Mayor Keckley added
<br /> his expressions of appreciation on behalf of Council .
<br /> Mr . Fred E . Seibert , retiring Member of the Board of Port Commissioners , was not
<br /> present to receive his Certificate of Distinguished Service ,
<br /> Mr . L . M . "Meek " Mauk , newly appointed to the Board of Port Commissioners , was
<br /> administered the Loyalty Oath by City Clerk , and presented by Mayor Keckley
<br /> with his Certificate of Appointment .
<br /> PUBLIC HEARING , appeal of David Ransom , Redwood City Housing Union , and Maxim K .
<br /> Rice , Land for People Organization , on Architectural Committee ' s decision to
<br /> approve the Application for an Architectural Permit of Donald C . and Marjorie
<br /> A . Nystrom for development of a 30 -unit apartment complex at 601 Leahy Street ,
<br /> in an "R-4 " (Multi -Family - Medium Density) Zoning District .
